- The purpose of this pre-solicitation notice modification is to clarify the Department's Web Accessibility Initiative requirement. The Department of Education (ED) intends to issue a request for proposals for research and development to continue efforts to ensure long term accessibility of the web for people with disabilities by developing Web Standards and Guidelines. The World Wide Web Consortium (W3C) is an international organization that researches and develops web standards. W3C engages in education and outreach, develops software, and serves as an open forum for discussion about the Web. W3C Members and a dedicated full-time staff of technical experts have earned international recognition for contributions to the Web. W3C members, staff, and invited experts work together to design technologies to ensure that the Web will continue to thrive in the future, accommodating the growing diversity of people, hardware, and software. Accessibility of the Web to individuals with disabilities is the responsibility of the Web Accessibility Initiative (WAI), which is part of the W3C. The WAI project was developed by staff at the Massachusetts Institute of Technology to ensure that the World Wide Web is accessible to all. WAI, in coordination with organizations around the world, pursues accessibility of the Web through five primary areas of work: technology, guidelines, tools, education and outreach, and research and development. The United States' representative to the W3C/WAI is the Massachusetts Institute of Technology (MIT). In order to support the critical mission of continuing development for WEB accessibility and in recognition of the MIT status as the U.S. representative to the organization undertaking this work, ED intends to place a contract on a sole source basis to MIT, pursuant to FAR 6.302-1, 41 U.S.C. 253(c)(1), for research and development services related to making the web accessible to people with disabilities. MIT, which has significant knowledge, technical expertise, and many years of experience in the field of web accessibility requirements for the World Wide Web, is uniquely qualified to conduct the needed research and is the only source that will satisfy ED's requirement. All responsible sources, however, may submit a proposal that shall be considered by the agency. See numbered note 22.
