- The U.S. Department of Energy intends to solicit a proposal and negotiate a sole source contract with JXLC Consulting for technical support to assist the Office of Environmental Management (EM) in making non-high-level waste determinations for radioactive wastes resulting from spent nuclear fuel processing. Specifically, EM is currently drafting waste determinations in accordance with Section 3116 of the Ronald Reagan National Authorization Act (NDAA) which requires the Secretary to consult on determination with the NRC. EM is also planning to prepare WIR determinations for situations in which Section 3116 of the NDAA does not apply. The waste determinations preparation and approval is on the critical path to completion of the accelerated cleanup at Savannah River Sits (SRS), Idaho National Engineering and Environmental Laboratory (INEEL), and other DOE sites. Based upon current annual budgets through the next decade , each day of delay will result in additional lifecycle cost to the Government in excess of $1 million. Therefore it is essential to complete the work immediately. The North American Industry Classification System (NAIC) Code for this requirement is 541620, Environmental Consulting Services. The period of performance is fifteen months and the total estimated value is $100,000. A fixed price purchase order is contemplated. Responses must be submitted via the Department of Energy Industry Interactive Procurement System (IIPS) at the following internet address http://doe-iips.pr.doe.gov/ no later 4:30 p.m. local prevailing time on August 15, 2005.
