- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract to Raytheon Solipsys Corporation, 6100 Chevy Chase Drive, Suite 200, Laurel MD 20707-2919, for the acquisition of the software upgrades to the Tactical Display Framework (TDF) which consists of the Data Distribution System and the Range Mission Tool. The Raytheon Solipsys TDF software product is a portable, adaptable, object-oriented visualization system that meets or exceeds the functionality and performance requirements of the tactical user for Command and Control (C2), Air Defense, Situation Awareness, Weapons Control, and Sensor Management. Raytheon Solipsys Corporation designed and developed both the Data Distribution System and the Range Mission Tool and is the only known firm with both the knowledge and the unique expertise in the Defense and Intelligence community, and a broad base of experience in providing support to the Aegis Ballistic Missile Defense and the Missile Defense Agency. Raytheon ! Solipsys Corporation possesses the unique experience and personnel who have the relevant knowledge, skills, and ability to ensure continuity and consistency of the Data Distribution Systems and Range Mission Tool support for the emerging fleet efforts and contingency operations. The period of performance will be from date of contract award for twelve months thereafter, with three options for an additional twelve months each. This contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
