Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number R3-03-05-28 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This acquisition is 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 238330 and the size standard is $12 million dollars. The solicitation is for Coyote Administration Building Carpet and Flooring Replacement with line items as follows: Item 1; Remove and dispose of existing carpet, padding and rubber tile flooring from the District Office ? 490 SY, Item 2: Provide and install carpet ? 400 SY, Item 3; Provide and install tile ? 90 SY, Item 3; Move and Replace Office Equipment and Furniture ? 1 LS. The accepted lump sum quantity will be paid for at the contract unit price accepted in this contract. All other items of work necessary to complete the project will be considered subsidiary to the lump sum payment. Payment shall be full compensation for all labor, material, equipment, tools, transportation and incidentals necessary to complete the work prescribed. The project consists of all work and materials necessary for the construction and installation of the following improvements: 1) Remove and dispose of existing carpet, padding and rubber tile flooring in approximately 4,410 square feet (490 square yards) of the District Office. 2) Provide and install approximately 3,610 square feet (400 square yards) of carpet tile as shown on the office plan (available via hard copy). The minimum standards for carpet: tile, broadloom, nylon, tufted yarn weight 18 oz/yd2, tufted textured loop, multi-color, recycled content post-industrial 40%, color will be in the range of earth tones and blues and will be chosen from samples provided by Contractor, manufactured by Interface, Inc. or approved equal. 3) Provide and install approximately 800 square feet (90 square yards) of flooring as shown on the office plan (available via hard copy). The minimum standards for flooring: commercial grade, rubber, non-skid, non-static flooring, similar to existing. Color will be chosen from samples provided by Contractor. 4) Move and replace office equipment and furniture (except for the computer work stations and telephones). Note: Contractor must work around operating office, minimizing disturbance and must work during office hours unless other arrangements can be made with the District. Contractor will be responsible for cleaning up work area daily and repair to any damage caused by project work. Warranty: carpet tile and carpet products shall be warranted for a period of 15 years. All products are warranted against excessive surface wear, edge ravel, backing separations, shrinking, stretching and static electricity (excessive surface wear means loss of more than 10% by weight of face fiber). The project is located at the Coyote Ranger District Office, Coyote, New Mexico. Coyote is located on State Highway 96, approximately 50 miles northwest of Espanola, New Mexico. FAR 52.212-2, Evaluation ? Commercial Items is applicable. The Government will award the contract to the Contractor whose offer represents the best value to the Forest Service on the basis of (1) Price Reasonableness, and (2) Technical Proposal. Price Reasonableness and Technical Proposal are equally important. The Criteria under Technical Proposal are; A) Past Performance, B) Experience, and C) Work Plan.
