Description
The U.S. Department of Labor (DOL), Office of Inspector General (OIG) intends to issue a delivery order against a GSA contract for audit services to conduct an audit of DOL?s Consolidated Financial Statements, the FECA Special Fund, Longshore and Harbor Worker?s Compensation Act, and District of Columbia Workmen?s Compensation Act. The contract will be for a Base Year and four one-year option periods. This work involves issuing audit opinions, a report on findings, recommendations, issuing reports to component agencies on the results of FISCAM reviews, a SAS 70 report, and agreed-upon procedures reports. Additionally, these audit products need to be prepared in accordance with Chief Financial Officer?s (CFO) Act of 1990, the Government Performance and Results Act (GPRA) of 1993, the Government Management and Reform Act (GMRA) of 1994, OMB bulletin 01-02, GAO?s Yellow book, and American Institute of Certified Public Accountants (AICPA) standards. The offeror should demonstrate experience auditing and issuing these types of audit reports for Federal government clients. For the Base Year and Option Year I, the selected contractor (contractor) will perform all of the audit work stated as indicated in the Statement of Work, with the exception of the FISCAM work. The contractor will only perform the FISCAM work for Option Years II through IV. Use of electronic work papers and the FAM methodology is required. The OIG will review the contractor?s work in accordance with FAM 650 requirements for a moderate level of review.
