The solicitation will be available at http://ideasec.nbc.gov on or about July 20, 2005. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: The work includes providing all labor, materials, tools, equipment, transportation and supervision to replace all Danfoss hot water baseboard Thermostatic Radiator Valves in Buildings #202, #206, #210 and #214 (Bsm't, 1st and 2nd floors) in Fort Jay, Governors Island New York, New York . In addition 2 circulating pumps in each bldg. boiler room (total 8 pumps) are also to be replaced. The contractor is to supply an extra additional 10 valves with operators. The estimated number of valves are 268. The contractor is responsible to verify all locations and quantities,drain system, refill and verify valve operation. All work must be completed within 45 calendar days of award. All valve and pump replacements are free of HazMat materials (lead and asbestos) All carefully removed valves, sensors , pumps and materials shall remain the property of the government The supplied thermostatic valve shall consist of a 3/4" straight valve body with a FPT x MPT union tailpiece. It shall have a packing gland that allows removal/replacement while the system is in operation. It shall have a 6' long capillary sensor that will be wall mounted under the radiator. The operator must fit under the radiator access cover with limited space. (center of valve opening to top of sensor must not exceed 4") The maximum temperature rating shall be 250 degrees, maximum static pressure of 145 psi, Maximum Water Diff. Pressure of 20 psi, Maximum sensor temperature of 140 degrees and an adjustable temp. range of 45-86 degrees farenheight. The supplied circulating pumps are 115/230 voltage 1/2 hp, cast iron, permanent oil lubricated, close coupled, carbon/silicon carbide seal on a stainless steel shaft seal and maintenance free. Must meet the length of run and pump head reqirements. Submittals Manufacturer detailed specification/data sheets for the proposed valve with sensor and circulating pump. The contracting Officer or the duly authorized representative will inspect and accept materials and services to be delivered under the contract. The contract will identify who will perform inspections, where the inspections will be performed, and the timeframe for acceptance. The National Park Service requires a firm, fixed-price construction contract for this work.. The NAICS code for this project is 238220 and the small business size standard is $12 million. Contract duration is 45 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $25,,000 and $100,000. This procurement is a Request for Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The National Park Service encourages the participation of disadvantaged and women-owned business enterprises. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction). Responses will be due approximately 30 days following issuance of solicitation. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. Responses from Bidders will be accepted at the address listed in Block 8 of the solicitation in hard copy with the manual signature of the authorized company official.
