- This is a combined synopsis/solicitation for commercial items (under FAR Part 13.5) prepared in accordance with the format in FAR subpart 12, as supplemented with additional information included in this Notice. This Notice constitutes the only solicitation; proposals are being requested via this Notice. E-mail submissions to Sherry.Taylor@occ.treas.gov are authorized but must be received by the date and time established for receipt of proposals. A separate, written solicitation will not be issued. This solicitation and the clauses and provisions cited are in effect through Federal Acquisition Circular 2005-04 dated 8 June 2005. The following FAR clauses apply to this solicitation: 52-212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS ; 52.212-4, CONTRACT TERMS AND CONDITIONS--COMMERCIAL ITEMS and FAR 52.217-9 ?OPTION TO EXTEND THE TERM OF THE CONTRACT (in first blank insert ?any time prior to the option period?, and in second blank insert ?30 days?; CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS including the following: PROTEST AFTER AWARD , PAYMENT BY ELECTRONIC FUNDS TRANSFER--CENTRAL CONTRACTOR REGISTRATION . FAR 52.212-2 EVALUATION ? COMMERCIAL ITEMS(01/1999), insert in paragraph a: Price, Past Performance, and Experience (see more below). The Office of the Comptroller of the Currency (OCC), a Bureau of the Department of Treasury, headquartered in Washington, DC, is seeking representation by a Licensed Commercial Real Estate Brokerage Firm, (the ?Contractor?) for their Downtown and Suburban Chicago operations. Background: OCC currently occupies office and related space in the following Chicago locations: 36,530 square feet in its Central District Office in Downtown Chicago; 4,450 square feet in the Arlington Heights field office and 3,730 square feet in the Burr Ridge field office. The leases for the Central District Office and Arlington Heights expire December 31, 2007, and the Burr Ridge lease expires November 31, 2007. The offices will remain segregated. In order to obtain leases that are most advantageous and cost effective to OCC, thorough studies of the designated delineated areas and market analyses of the available office space in those areas are required to be conducted. Requirements: It is required that the Contractor has a principal office located in Chicago that services Downtown, Arlington Heights and Burr Ridge. The Contractor shall provide the OCC with tenant representation and office leasing advisory services for procurements in accordance with Federal procedures. It is mandatory that the primary contact for the projects be fully versed in federal government leasing and have negotiated a federal government lease for space exceeding 10,000 square feet using the required GSA forms and complying with the appropriate procurement regulations within the past two years. The Contractor shall furnish, as needed, qualified personnel, equipment and facilities to complete the tasks required under the contract. The Contractor shall represent the OCC exclusively in transactions and shall not represent current or prospective Landlords in the Downtown and Suburban Chicago areas. Each Contractor employee involved with the contract shall make a full disclosure to the OCC of any potential conflicts of interest. Once a transaction has begun, the Contractor shall not enter into exclusive agencies with owners of any properties under consideration. Under the direction of OCC?s Team Leader for Leasing, the Contractor shall provide tenant representation and office leasing advisory services, which may include, but not be limited to the following: Pre-solicitation: (1) Assist in analyzing delineated area criteria for accessibility to OCC Portfolio Banks, security, sufficient inventory of Class A buildings, and access to public transportation, major highways and airports, following all federal government laws and regulations; (2) Assist in preparation and review of the Solicitation for Offers (SFO) criteria as it relates to the OCC?s requirement and current market conditions; and (3) Provide market information on recent, comparable transactions completed in the delineated area and projected rental rates. Market information shall identify specific buildings and include actual negotiated base rental rates, operating expense and real estate tax base, concessions, TI allowance, etc.; and (4) Prepare project/work schedule showing critical date path through move-in. Solicitation: (1) Compile a Market Survey Planning Report, showing specific information on subject buildings including: an evaluation of the buildings for ADA compliance, fire safety code compliance, Mechanical, Electrical and Plumbing systems, quality of surroundings and security, overall planning flexibility in space planning, building module flexibility, bay size, depth to core, floor plate shape, service access flexibility and building/complex amenities; parking accessibility, and amenities, recent lease transactions executed in each building with each lease described in detail; (2) Coordinate, schedule and accompany OCC team on Market Survey; (3) Assist in analyzing initial offers to include a full disclosure of any specific deficiencies to the offers, past performance assessment and technical evaluation of each offeror; (4) Provide support during negotiations, including documenting discussions of each meeting and preparing the Price Negotiation Memorandum; (5) Assist in analyzing final proposal revisions including identifying and documenting any changes to and technical evaluation of each offer; and (6) prepare the lease file, which includes all data/information and correspondence required in a federal lease file. Deliverables: A complete market package including a detailed study of all three delineated areas and market analyses of Downtown Chicago, Arlington Heights and Burr Ridge. Complete Price Negotiation Memorandums including financial analyses for each of the three projects, and lease files for each location that are consistent with Federal lease regulations. Cost: The contractor will be reimbursed through the lessor selected as a result of the competitive process. There will be no cost to the OCC (i.e., This is a zero ($0) contract in which the Contractor shall be compensated by the successful Landlord(s)). Proposal Instructions and Evaluation criteria: The Contractor shall provide contact information (Contact directly responsible for transaction, Company Name, Phone and e-mail address) for all of its clients involving Federal Government leasing experience for the previous 2 years with an explanation of the effort provided to the Government. The evaluation criteria the OCC will use in evaluating responses will include the offeror?s (1) Level of Client Satisfaction on previous contracts for same or similar efforts, (2) Recent (within the last two years) leasing experience specifically in the Downtown Chicago, Arlington Heights and Burr Ridge markets and, (3) Federal Government leasing experience (within the last two years). Federal Government leasing experience is mandatory and references for every Federal Government transaction in the last two years is required. Offerors without Federal Government leasing experience within the last two years shall not be considered. The period of performance will be from date of award through July 31, 2006. Two one-year options will be included in the resulting contract. Offerors proposals shall not exceed 10 pages in length. Proposal must be submitted on an SF1449 or include a written statement specifying the extent of agreement with all terms, conditions and provisions included in this solicitation. Offers that fail to furnish required information or reject the terms and conditions of this solicitation may be excluded from consideration (See FAR 53.212-1 ?Instructions to Offerors Commercial Items?.
