Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with Syracuse Environmental Research Associates, Inc., 5100 Highbridge St., 42C, Fayetteville, NY 13066-0950, to provide professional services for statistical analysis and risk assessment analysis of mixture data sets. The contractor shall analyze and report the results of the data analyses to the U.S. EPA. The application of proportional response addition methodology developed by Dr. William Stiteler (currently with Syracuse Environmental Research Associates, Inc.) in collaboration with U.S. EPA scientists, will be used to analyze the data. The period of performance shall be 12 months from date of award. EPA believes Syracuse Environmental Research Associates, Inc., is the only vendor capable of satisfying the requirements stated above because they employ the developer of the methodology, have the expertise in the application of the methodology, and the only known source working to develop and employ this particular type of analysis to chemical mixtures toxicology data. The North American Industry Classification System (NAICS) Code 541690 with a small business size standard of $6.0 million, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. All interested parties who believe they can provide the required services should submit written qualifications fully explaining their capability no later than 15 days after the date of this publication. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
