- NASA/GSFC has a requirement for the Characterization of Total Noise vs. Temperature Stability for JWST NIRSpec Sensor Chip Assembly. Statement of Work is attached. NASA/GSFC intends to purchase the items from the University of Hawaii, for the following reason(s): The James Webb Space Telescope Near Infrared Spectrograph Detector Subsystem has a requirement on temperature stability on the focal plane array (FPA) of 20 mK (TBR) per 1008 seconds integration (Req. 10.2.4.2.1; JWST-RQMT-003115). This requirement is in turn driven by a 6 electrons rms per 1008 seconds integration total noise requirement (Req. 2.7.1.2; ESA-JWST-RQ-22). To resolve the TBR on Req. 10.2.4.2.1, we plan to undertake ultra-low background testing in a laboratory that has the following capabilities: (1) experience testing Rockwell's JWST detectors and (2) established capability of meeting Req. 2.7.1.2. As of today, only the University of Hawaii has experience testing 5 micron JWST sensor chip assemblies and an established ability to meet the challenging 6 electrons rms total noise requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
