Description
NASA/JSC has a requirement for 162 DDC BU-65553M2-6121553 cards and associated test equipment and software to replace existing flight units which are currently more than 10 years old and are past their expected service life. These cards are being replaced with their current equivalent part numbers to ensure that failures do not occur in orbit. The breakout of items required is below: 162 BU-65553M2-612 1 One Lot Date Code 4 BU-65570M1-300 4 BU-69404DS-64VM NASA/JSC intends to purchase the items from Data Device Corporation (DDC) which currently manufactured the original units to enable an upgrade path which avoids any impacts to any of the users of the old 1553 cards. Units will be distributed to developers and to replace flight units as per current usage with the old units. DDC built the original flight cards and is the only manufacturers whose card has been certified by NASA for the Space Station Program. DDC implementation allows NASA to utilize this card with minimal or no impact to the PCS Command and Control software that utilizes this 1553 card and driver. The existing 1553 card and its replacement identified in this procurement can utilize the same 1553 driver and allows for the use of the new card with no new code development. The new 1553 card with its expanded memory also allows the PCS software to utilize the existing memory space established by the predecessor card with no impact to software code. DDC is providing detailed manufacturing and testing information to support NASA?s certification of this card. This significantly reduces the need to repeat certain identified tests that were performed previously by the manufacturer as part of their internal certification. DDC is producing a unique lot of 1553 cards for this procurement as well as a unique part number assigned only for NASA. Additionally, DDC will be stamping all part numbers, serial numbers, and date code information on a single side of a 1553 card reducing the need for an identifying label. This is being done to support all flammability requirements and testing required by NASA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
