Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation HSHQPA-05-A-00041 is being advertised as a Request for Quotes. This solicitation and consequent contract award incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-04. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 541921 and the Small Business Size Standard for this NAICS code is 500 employees. Quotes are due no later than 5:00 pm (EST) July 12, 2005. Quotes shall be submitted via e-mail in a Word, Excel, or PDF format to David.Erlewine@dhs.gov or faxed to David Erlewine at (202) 772-9729. The Department of Homeland Security, Office of Public Affairs (DHS), has a requirement for contractor support to provide photographic printing and design work to document and support significant events for internal communications to DHS employees, media relations and requests from the general public. The contractor shall provide project management services and complete turn-key delivery of provided JPEG files and if provided film to meet the requirements of professional/top quality prints. DHS plans to establish a blanket purchase agreement (BPA) with one (1) vendor for this requirement, which will include varying call orders of the following line items: (1) 8x10 prints, to include 6x8 image with signature border and DHS Logo (2) 5x7 prints, to include 4x6 image with signature border and DHS Logo. (3) 20x30 prints, mounted, protective spray finish, framed and wired for hanging. (4) 8x10 montage consisting of 5-20 images/jpeg files - trip documentation. (5) Associated Art Work or Graphics as needed (e.g., digital corrections and/or changes such as removing an unwanted item in a picture for security concerns, etc.), including the above-referenced placements of signature borders and DHS Logos. (6) Delivery charges/rates on items sent to DHS, FOB: Destination for delivery to Department of Homeland Security, 245 Murray Lane, SW, Building 410, Washington, DC 20528. Pricing sheets should be provided, regarding each of line items 1-6 above. Should prices be any different for the option period, vendors must submit a separate price sheet for the option period. Otherwise, just one pricing sheet, addressing line items 1-6, is sufficient. DHS will provide contractor with High resolution JPEG or RAW files and any pertinent reference materials, graphics or logos, subject to such contractor first receiving clearance/approval from DHS to use such DHS logo, etc. DHS will provide written information as to events and/or dates for designated prints/montages. Period of Performance: Date of Award to September 30, 2005 with 1 option period from October 1, 2005 - September 30, 2006. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The Government anticipates awarding one blanket purchase agreement (BPA) resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, and any addenda to the provision, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this solicitation. The solicitation will be evaluated using the following criteria, in descending order of importance: (1) Ability to Meet Required Specifications - Offerors must be able to meet all required specifications listed in the solicitation; (2) Ability to provide the best price to the Government; and (3) Ability to comply with these combined synopsis/solicitation requirements. Technical factors 1 and 3, when combined, are approximately equal to the importance of price in this solicitation. The provision at 52.212-3, Offeror Representations and Certifications, applies to this solicitation. If the offeror has completed the annual representations and certifications electronically at the http://orca/bpn.gov website, the offeror shall complete (and submit) only paragraph (j) of 52.212-3. The contractor must have a current profile in the Online Representations and Certifications (http://orca/bpn.gov) prior to award. Per 52.204-7, Central Contractor Registration, the contractor must be registered in Central Contractor Registration (www.ccr.gov) before award. All quotes shall include a pricing sheet concerning items 1-6 above (or two pricing sheets, if the option year prices vary from the base year). All quotes shall also include offeror name, address, contact name, phone number, fax number, email address, tax identification number, and DUNS number. The following additional FAR clauses apply to this acquisition: FAR 52.215-5, Facsimile Proposals (Oct 1997), (a) Definition. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile quotes/responses (in addition to e-mail) to this solicitation, at 202-772-9729. (d) If any portion of a facsimile proposal received is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document- (1) The Contract Specialist immediately shall notify the Offeror and permit the Offeror to resubmit the proposal; (2) The method and time for resubmission shall be prescribed by the Contract Specialist after consultation with the Offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the Offeror complies with the time and format requirements for resubmission prescribed by the Contract Specialist.
