Description
In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to Dr. Albert Kilian in the amount of $66,400.00. This work will be performed in collaboration with the Ugandan Ministry of Health (MOH) and the National Malaria Control Program (NMCP). It requires that the person already know the management and staff of the NMCP and other malaria partners in Uganda, such as USAID and local NGOs. Due to the short duration of the time period for this work, it requires that NMCP already know the expert and accept the person as an authority on the subject matter. The vendor will provide the technical expertise, labor, and materials to conduct the work. The vendor is required to have an established working relationship with the NMCP, experience working in Uganda during the past 12 months, and be recognized as a malaria expert by the NMCP/Uganda. Dr. Albert Kilian is the only malaria expert, known by the CDC, with the combination of specific expertise and experience that meets the specific requirements for this award. Dr. Kilian is uniquely qualified for this award based on his experience and capabilities. Interested parties who feel that they possess the capabilities to perform the services described above should provide a statement demonstrating their abilities to perform in collaboration with the MOH and NMCP. The vendor must have experience working in Uganda during the past 12 months with the NMCP as an expert or as an expert providing technical support. They must have an established relationship with the MOH/NMCP such that the person is immediately accepted as an authority on scientific issues related to malaria in Uganda. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion of the government.
