Description
The following responses are provided to questions on RFQ CC-05-14: Statement of Work-[Pages referenced are those in the Statement of Work] Main document changes and comments Page 2: Comment 1.) Does this include all scrubs or just OR scrubs? GOVERNMENT RESPONSE: THIS TASK APPLIES ONLY TO THE CLINICAL CENTER WHERE THERE ARE ONLY OR SCRUBS. THEREFORE, THIS DOES REFER ONLY TO OR SCRUBS. Page 3: Comment 2.) Can sours, softeners, and antichlors agents be used in this second wash or should it be totally chemical free including no soap (detergent)? GOVERNMENT RESPONSE THE SECOND WASH IS TO BE TOTALLY CHEMICALLY FREE. Page 4: Comment 3.) Under JACO rules, no soil can be picked up until all clean is delivered, this schedule will not allow for the soil pickup at building 10 to occur until all the clean is delivered to CI and FL. Does this mean the contractor must use two vehicles for this task? GOVERNMENT RESPONSE THE GOVERNMENT WILL RELY ON THE EXPERTISE OF THE CONTRACTOR TO DECIDE THE NUMBER OF TRUCKS THAT MUST BE USED. THE CONTRACTOR SHALL AT NO TIME HAVE BOTH SOILED AND CLEAN LINEN ON THE TRUCK AT THE SAME TIME. Page 4: Comment 4.) In order to do this all clean from all locations must be delivered prior to the pickup of soil, making a 8- 9am pickup of soil in building 10 not possible until after the clean is delivered to FL and CI. Should the contractor use two truck to accomplish this task. GOVERNMENT RESPONSE: THE GOVERNMENT WILL RELY ON THE EXPERTISE OF THE CONTRACTOR TO DECIDE THE NUMBER OF TRUCKS THAT MUST BE USED. THE CONTRACTOR SHALL AT NO TIME HAVE BOTH SOILED AND CLEAN LINEN ON THE TRUCK AT THE SAME TIME. Page 5: Comment 5.) Doing this will prevent the pickup of soil from building 10 until this task is accomplished. Should the contractor use two trucks to accommodate the pickup and delivery schedule? GOVERNMENT RESPONSE: THE GOVERNMENT WILL RELY ON THE EXPERTISE OF THE CONTRACTOR TO DECIDE THE NUMBER OF TRUCKS THAT MUST BE USED. THE CONTRACTOR AT NO TIME HAVE BOTH SOILED AND CLEAN LINEN ON THE TRUCK AT THE SAME TIME. THE PICK UP TIME OF THE SOILED FROM THE CLINICAL CENTER MAY BE EXTENDED TO 10:00 OR 11:00 A.M. TO FACILITATE LOGISTICS. THEREFORE, ITEM 14 ON PAGE 3 OF THE STATEMENT OF WORK SHOULD BE CHANGED TO READ ??THE TIME OF DELIVERY SHALL BE BETWEEN 7:00 A.M. AND 11:00 A.M. DAILY (SEVEN DAYS PER WEEK) WITH THE CLINICAL CENTER (BUILDING 10) BEING DELIVERED FIRST BEFORE 8:00 A.M. AND ITEM 9 ON PAGE 5 OF THE STATEMENT OF WORK SHOULD BE CHANGED TO READ, ??CONTRACTOR TO THE CHILDREN?S INN AND THE FAMILY LODGE MONDAY THROUGH FRIDAY BETWEEN THE HOURS OF 7:00 A.M. AND 11:00 A.M..? Page 6: Comment 6.) Due to the complicated nature of the staging of the lab-coats for delivery in the 51 different buildings, this process currently takes 48 hours. To do so in a 24 hour time frame will take considerably more manpower. Will the currently acceptable turn around time of 48 hours be acceptable? GOVERNMENT RESPONSE: YES. PAGE 6 IN THE STATEMENT OF WORK, ITEM 7 SHOULD BE CHANGED TO READ, ?ALL LAB COATS MUST BE PICKED UP, PROCESSED AND RETURNED WITHIN 48 HOURS. PICK UPS AND DELIVERIES SHALL BE MADE MONDAY THROUGH FRIDAY BETWEEN THE HOURS OF 12:00 A.M. AND 4:00 PM. Page 6: Comment 7.) Due to the unavailability of the freight elevator between 7 and 4, we currently make deliveries in Building 10 at 5am. Can this process be continued or will the elevator be made available between 7 and 4 beginning August 1, 2005? GOVERNMENT RESPONSE: YES, PAGE 6 OF THE STATEMENT OF WORK, ITEM 7 SHOULD BE CHANGED TO READ, ?ALL LAB COATS MUST BE PICKED UP, PROCESSED AND RETURNED WITHIN 48 HOURS. PICK UPS AND DELIVERIES SHALL BE MADE MONDAY THROUGH FRIDAY BETWEEN THE HOURS OF 12:00 A.M. AND 4:00 P.M.? Page 6: Comment 8.) How often will NIH employees be permitted to visit the contractor for fitting purposes? What days of the week will this occur? GOVERNMENT RESPONSE: THE DAYS WHICH EMPLOYEES MAY VISIT FOR FITTING ARE MONDAY THROUGH FRIDAY FROM 9:00 A.M. UNTIL 3:00 P.M. QUESTIONS ON RFQ CC-05-14 [PAGES REFERENCED ARE IN RFQ CC-05-14] Main document changes and comments Page 1: Comment 1.) 8/1/05 ? 1/29/06 is 181 days or 25 weeks, 6 days, should the quantities listed in the SOW reflect this rather that the 26 week period referred to? GOVERNMENT RESPONSE: THE PERIOD OF PERFORMANCE FOR THIS PROCUREMENT IS ANTICIPATED TO BEGIN ON OCTOBER 31, 2005 AND RUN THROUGH APRIL 29, 2006 WHICH IS A TOTAL OF 25 WEEKS AND 6 DAYS. SEE REVISED SECTION B. Page 1: Comment 2.) 1/30-4/29/06 is 89 days or 12 weeks, 5 days. Should the quantities listed in the SOW reflect this rather the 12 week period referred to? GOVERNMENT RESPONSE: THIS AMENDMENT DELETES THE REQUIREMENT FOR THE OPTION PERIOD IN ITS ENTIRETY. Page 2: CommenT 25 weeks, 6 days GOVERNMENT RESPONSE: SEE GOVERNMENT RESPONSE TO QUESTION 1 ABOVE. Page 3: Comment 89 days, 12 weeks, 5 days GOVERNMENT RESONSE: SEE GOVERNMENT RESPONSE TO QUESTION 2 ABOVE. Page 3: Comment 3.) The quantities listed are the same as the 26 week period except for the tailoring and inventory, are these quantities correct or should they be modified to reflect the 12 week, 5 day period? GOVERNMENT RESPONSE: THE OPTION PERIOD REQUIREMENT HAS BEEN DELETED BY THIS AMENDMENT. Page 3: Comment 4.) Should this be 12 instead of 26? GOVERNMENT RESPONSE: THE OPTION PERIOD REQUIREMENT HAS BEEN DELETED BY THIS AMENDMENT. Page 3: Comment 5.) Should this be 12 instead of 26? GOVERNMENT RESPONSE: THE OPTION PERIOD REQUIREMENT HAS BEEN DELETED BY THIS AMENDMENT. Page 11: Comment 6.) Will this be a purchase order for the total period or will weekly call numbers be required for weekly billings? GOVERNMENT RESPONSE: YES, THIS WILL BE A PURCHASE ORDER FOR THE TOTAL PERIOD OF PERFORMANCE. Page 13: Comment 7.) This clause is only to be used in small business set asides. How does it apply to this full and open competition solicitation? GOVERNMENT RESPONSE: THIS CLAUSE WAS INADVERTENTLY MARKED AND SHOULD BE DELETED. Page 30: Comment Please see our questions on the separate statement of work questions document. GOVERNMENT RESPONSE: RESPONSES TO STATEMENT OF WORK QUESTIONS ARE INCLUDED ABOVE. The date and time designated for receipt of offers in response to RFQ CC-05-14 is hereby extended from July 22, 2005 1:00 p.m. to August 12, 2005 1:00 p.m. local time at place designated for receipt of offers. An acknowledgement of this amendment should be included with the response to this RFQ.
