- The 542 Combat Sustainment Wing, Support Equipment and Vehicle Sustainment Group Contracting Office at Robins AFB Georgia has a requirement for Self-Contained Breathing Apparatus (SCBA) units. Each SCBA unit is a portable system providing full respiratory protection for military members from the products of combustion, hazardous or toxic atmospheres, and includes protection against chemical, biological, radiological, nuclear and other weapons of mass destruction. A purchase description serves as the technical document for this requirement. The 542 CSW SEVSG Contracting Office will publicize a Request for Proposal (RFP) solicitation for a 5-year, firm-fixed-price, Requirements-type Indefinite-Delivery contract with Best Estimated Quantities (BEQs) for the Self-Contained Breathing Apparatus (SCBA) units. The RFP and resulting contract will be structured with one basic contract period of 12 months and four annual option periods. The RFP and resulting contract will have line items for SCBA with PAPR, SCBA without PAPR, PAPR only, and Test Equipment Adapter Head form; BEQs will be identified for each CLIN. Line items will be established for mandatory, comprehensive testing and data requirements. FAR 12, Acquisition of Commercial Items, procedures will be utilized. Award will be made utilizing the AFFARS 5315 and Mandatory Procedures (MP) ?full? Source Selection procedures. The RFP will be awarded on a full and open competitive basis. It is anticipated that the RFP will be released to the Federal Business Opportunities webpage on or around 29 July 2005. Due date for proposals will be referenced in the RFP.
