Description
1. CONTRACT INFORMATION: This contract is being procured in accordance with the Small Business Competitiveness Demonstration Program (SBCDP) and is set-aside for Emerging Small Businesss (ESB) in accordance with FAR 19.100. Firms will be selected for negotiation based on demons trated competence and qualifications for the required work. A-E services are required for construction services for Building 693 at United States Military Academy, N.Y. This project has been fully designed by another AE and construction has commenced. This solicitation is for the remaining construction services as stated in paragraph 2 below that has not been performed and required from the time of award through construction completion. This contract is estimated to be approximately $50,000. The selected AE will be responsible for approvals of any shop drawings that deviate from the design intent. The design AE will be relieved of their responsibility if this case arises. The design AE is not precluded from submitting for this announcement. 2. PROJECT INFORMATION: This project consists of construction services for Building 693 at West Point, United States Military Academy. The required construction services to be provided by the selected A-E firm are to include: I. SHOP DRAWING SUBMITTAL REVIEW: a. Review approximately 433 shop drawing submittals. Estimate an additional 140 re-submissions for unsatisfactory submittals. The A-E will be required to return the reviewed submittals not later than seven (7) calendar days subsequent to receipt of th e submittal with the appropriate annotation. The A-E shall stamp and sign in accordance with USACE regulations. II. SITE VISITS: a. Estimate a total of twenty (20) site visits on an as needed basis to the project site. The AE will travel to West Point, USMA and provide a site visit as per direction by the COR or Project Manager. The results of each site visit will be documented by a site visit report. All work will be conducted in accordance with the Manual of Standard Procedures NANP-1110-1-1 Section XII  Submittal Register and Shop Drawings. 3. SELECTION CRITERIA: The selection criteria for this contract are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through e are primary. Criteria f through h are secondary and will only be used as tie-breakers among firms that are essentially technically equal. Primary Selection Criteria: a. USpecialized experience and technical competence:U 1. Demonstrated experience in construction services on construction projects at the United States Military Academy. 2. Demonstrated experience in construction services on military projects. b. UQualified personnel in the following key disciplines: 1. Architectural 2. Mechanical Engineering 3. Electrical Engineering 4. Structural Engineering The evaluators will consider education, training, registration, voluntary certificates, overall and relevant experience, and longevity with the firm. c. Past performance on DoD and other contracts with respect to quality of work, cost control, and compliance with performance schedules as determined by ACASS and other sources. d. Capacity to accomplish the work within the required time. The evaluation will consider the availability of an adequate number of personnel in key disciplines for this project based on the AEs current workload. e. Knowledge of the locality and location of the firm or office within the general geographical area of the United States Military Academy provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and s ize of the project. Note: Firms are encouraged to submit from any geographical area. Secondary Selection Criteria: f. Extent of participation of Small business, Veteran-owned small business, service-disabled small bu siness, HUBZONE small business, small disadvantaged small business and woman-owned small business and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. g. Geographic proximity to West Point, USMA, NY. h. Volume of work previously awarded to the firm by the Department of Defense, with the object of effecting an equitable distribution among qualified A/E firms, including small business, Veteran-owned small business, service-disabled small business, HUBZO NE small business, small disadvantaged small business and woman-owned small business and minority institutions and firms that have not had prior DoD contracts. 4. SUBMISSION REQUIREMENTS: Interested prime firms having the capabilities to perform these services must submit three (3) copies of a comprehensive SF 330 (06/2004 edition), which includes all sub-consultants information. The SF 330 can be found on the following GSA web-site: TUhtt p://www.gsa.gov/Portal/gsa/ep/home.do?tabId=0UT .The forms can be downloaded into a .pdf file type. Each key office on the team should indicate a DUNS # in Block 4 of Part II of the SF330 Include the prime firms ACASS number in Block H, SF330. For ACASS information, call (503) 808-4590. Total submittal page limitation is 50 pages. Each page shall be numbered. Section E is limited to 20 pages.
