Description

The U.S. Army Corps of Engineers, New York District intends to issue an Invitation of Bids (IFB) for the award of a firm-fixed contract for the FY05 Force Modernization Educational Transitional Facility, Fort Drum, New York. The project work consists of performing the construction of a new building with two story central core housing offices, lavatories, conference rooms and classroom areas, flanked on one side by single-story high bay warehouse and four (4) vehicle inspection bays (approximately 32 x 64 each) on the other side. Supporting facilities include utilities; electric service; information systems; fire protection and alarm systems; paving, walks, curbs and gutters; parking; storm drainage and storm water infiltration basin; fencing and gat es, and other site improvements. Heating will be provided via natural gas boilers and infrared units. A self-contained unit will provide air conditioning to the office and classroom and other areas in the central core. The building will be constructed u sing spread footings and reinforced concrete slabs on grade. The building will utilize a pre-engineered structural steel frame, of the manufacturers design, with insulated metal (sandwich) panel siding and a sloped standing seam metal roof system with EPD elements. Construction work will also include supply and installation of a 5-ton hoist, vehicle exhaust systems, warehouse dock equipment, lightening protection system and DDC HVAC control system. The estimated cost range for this project is between $5,0 00,000.00 and $10,000,000.00. The selected contractor must complete the work no later than 540 calendar days after the date the contractor receives the Notice to Proceed. This project is being solicited as a Service Disabled Veteran Owned Small Business (S DVOSB) Set-Aside. The applicable NAICS Code is 236220 with a small business size standard of $28,500,000. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utiliz ed for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation.
