- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-0637. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-03 and DFARS Change Notice 20050509. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 333611 and the Small Business Standard is 1,000 employees. This is a 100% Small Business Set-Aside! . The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing and installing: CLIN 0001. Full turnkey 20KW natural gas, liquid propane generator set, 1 EA as follows: Genset?spark-ignite natural gas/propane, 60Hz, 20kW-standbyRtg, standby power duty rating, UL-2200 listing, LP vapor withdrawal fuel system, steel enclosure, weather protection, w/ExhSys, Res muffler, 120/240 voltage, 1 phase, 3 wire, 60hz, 12 Ld, broad rng, full 1 phase output, 105c alternator, PCC1301 set control or similar, exciter/regulator-torque match, engine electronic governor, isochronous only, emergency stop switch, 90a, 2 pole, 240v, thermo-magnetic, UI circuit breaker, housing ready skid base, 40c ambient engine cooling radiator, low coolant level shutdown, engine coolant drain extension, 120 Volt Ac, single phase coolant heater, genset warranty-1 year base or better, crated packing, battery rack, oil drain extension, c! ommon parts listing, and a 325CCA 12V 90 amp hour or similar dry battery. The automatic transfer switch (ATS) shall be installed inside the existing communications shelter. The ATS shall be wired to the line-power and UPS as such that when the line power is unavailable, the ATS shall initiate and start the generator to provide emergency power to the electronic communications equipment and recharge the UPS. All wiring, grounding, and weatherproofing shall meet industrial standards and commercial electrical codes. Externally installed wiring and cables shall be protected with appropriate conduit. The ATS shall have the following minimum features as requirements: Transfer switch, PwrCmd, 125 amp or similar, 3 poles, utility to genset application, UL listing 1008/CSA certification, 60 hertz frequency, 2 wire or 3 wire single phase system, 240 vac voltage, 3r type cabinet, level 2 transfer switch control, digital display, 1 year basic or better transfer switch warranty, withcommon parts listing. The 500 gallons liquid propane tank requires installation at the site. The tank shall be filled with a full load of liquid propane during the system acceptance testing. The tank shall be installed and rested atop a concrete pad and located in a safe but accessible location at the site for ease of fuel refilling. The concrete pad shall be engineered and designed to support the size and weight of a fully loaded tank. This concrete pad shall meet or exceed industrial, and commercial standard codes to the specific soil and condition at the Navy Dare Bombing Range?s Long Curve tower, Stumpy Point, North Carolina. The government will provide digital photos of the Long Curve site upon request. The site is located at N35 41 51.38 and W75 47 25.67. The liquid propane tank shall be at a minimum 500 gallons, industrial standard and commercially available. Items shall be shipped FOB Destination.
