Description
NAICS Code: 334519 The U.S. EPA intends to negotiate on a sole source basis with Richmond Instruments & Systems, Inc. for Removal and Replacement of an existing Variable Temperature Shed (VT Shed) Door under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. Variable Temperature SHEDs are required to be sealed well enough to retain 97 to 103% of a 2 to 6 gram injection of propane after a 22 to 35 deg C cooling and heating temperature trace over a 24 hour period. The existing VT SHED has a guillotine type door with inflatable seals between the door's inside surface and the SHED. This design allows the seal to press the door away from the SHED itself. Because of minor alignment tolerances of the original door frame installation, approximately 14 years ago, the existing door has been irreparably warped about a 0.25 to 0.50 inch by the pressure of the inflatable seals and the SHED can no longer pass the Federal Register +/- 3% retention requirements. Richmond Instruments will remove the existing door, seal and frame. They will dispose of the existing 1000 lb. door along with the guillotine frame, saving the electric motors, the inflatable seal and hardware from the door, if possible. They will then install the new VT Shed Door and mechanically seal. Finally they will integrate a new "outer rim seal" door with the SHEDs existing software controls and safety interlocking software and prove the SHEDs capability to pass Federal Register Variable Temperature SHED calibration requirements and perform FR Variable Temperature Evaporative Emission tests. It has been determined that Richmond Instruments is the only firm able to remove and replace the existing VT Shed Door since they are the original manufacturer. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the services of removal and replacement of the VT Shed Door may submit technical documentation to establish their capability. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
