- The General Services Administration (GSA), Public Buildings Service (PBS), Physical Capital Asset Management Division (PGE) has a requirement for real property disposal services in connection with the agency's Federal Asset Sales (FAS) program. The objective of the FAS program is to make it easier and quicker for citizens and businesses to find and buy government real property assets. The five program objectives for the FAS program are: 1) to increase sales velocity; 2) to increase net proceeds from asset sales; 3) to decrease agency expenses related to asset sales; 4) to make it easier for citizens, businesses, and government agencies to find and buy government real property assets; and 5) to improve real property disposal processes. GSA/PBS/PGE intends to award at least two and as many as four Blanket Purchase Agreements (BPA's) under the Financial and Business Solutions (Schedule Item No. 520) Federal Supply Schedule (FSS). The BPAs will be for a term of one (1) year plus four (4) one-year options. The services will be provided to GSA Central Office in Washington, DC and all eleven (11) GSA Regional Offices throughout the United States. The services to be provided shall include: Marketplaces: Providing solutions that enhance the government's ability to list and sell real property through efficient online and/or offline marketplaces and sales methods that are designed to meet the high-level objectives and capabilities of the FAS initiative. Sales Support Services: Providing solutions that provide the government with marketing, due diligence, and closing services to support the sales process. Proposing a variety of services that will help the government effectively sell its properties while achieving the program objectives. Administration and Oversight: Managing and overseeing the FAS solution in order to meet the strategic objectives and capabilities of the FAS initiative. Performance Management: Developing certain plans that outline how it will meet the strategic objectives of this solicitation and measure its progress towards meeting those objectives. Value Added Services are a key component of the FAS program. Selected contractors must demonstrate their capabilities and capacity for providing realty services and illustrate how they intend to perform services for properties of varying sizes, conditions, and types. Firms who wish to obtain a Federal Supply Schedule contract should contact Mr. David Mugan at david.mugan@gsa.gov for assistance. (Note: All firms may request a copy of the RFQ, but GSA will only award contracts for this requirement to offerors holding valid and binding Federal Supply Schedule contracts.)
