- NASA/JSC has a requirement for an upgrade to the existing dual RF, 24 channel GSS6560 GPS Simulator. This system is required to be compatible with the existing test scenarios and test data generated as part of the GPS receiver test programs currently in progress at the Johnson Space Center. This GPS Simulator shall provide a 48-channel configuration that allows for 12 L1 channels on each of 4 RF outputs. Due to the fact that this GPS Simulator will be used in an integrated Guidance, Navigation, and Control hardware simulation, the capability to drive the GPS Simulator inputs from an external source will be required. The RF signals produced by the GPS Simulator will be required to have user defined multipath error model parameters. In addition to the multipath errors, Selective Availability, Ionosphere range biases, and Troposphere range biases errors also need to be produced as part of the signal generator output. NASA/JSC intends to purchase the items from Spirent Federal Systems. Due to the proprietary nature of the GPS Signal Generators design, Spirent Federal Systems is the only vendor authorized to perform hardware and software maintenance of the GSS6560 systems and no other supplies or services will satisfy agencey requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on July 14, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
