Description
This is a Request for Information (RFI) from interested sources by the Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO) regarding technology solutions that could lead to the reduction of crew size requirements for future and current aircraft carrier design. DARPA is interested in a broad range of prospective technologies, including those in industry, government, and academia that could be applied to carrier design. Technology maturity from the present to year 2030 shall be examined, but with an emphasis on the near term (technology that could be incorporated into ship design within the next ten years). DARPA does not intend to issue any type of award instrument based on responses to this RFI, or otherwise provide compensation for the information solicited. Promising technologies will be included in the DARPA/Navy ?Carrier Manpower Reduction Study? being performed by DARPA for the Chief of Naval Operations and Program Executive Officer - Aircraft Carriers. It is anticipated that some of these technologies would be incorporated in current and future carrier design, or possibly funded for further development. Submittals will be reviewed by the Government (DARPA) and other contractors such as; Whitney, Bradley & Brown, Inc., John Hopkins University/Applied Physics Lab, and Coalescent Technologies. Non-disclosure agreements (NDAs) will be put in place. However, submitting organizations may request Government-only review. Submissions that show particular promise may be invited to brief their technology to a review panel later this year. A public conference on this subject is not anticipated.Any information submitted in response to this RFI is provided voluntarily. Respondents are advised that DARPA is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this Request for Information (RFI).This RFI is open to any capable and qualified sources, including but not limited to universities, private or public companies, Government Laboratories, and Government research establishments. INSTRUCTIONS TO RESPONDERS: Responders should provide a high-level description of their pertinent technologies. Capabilities provided should be as specific as possible, and should identify unique technical development qualifications in specific areas. Examples of possible research areas include material handling, information management, inventory control, aircraft support system, non-corrosive materials, manufacturing and control systems, and wireless systems, human factors, automation, remote fire-fighting and flooding control, and enhanced navigation and ship control. Note: this list is an example of possible interest areas and is neither comprehensive nor complete. Submissions must have two parts. The first part may be proprietary, and must include the research areas or technologies that the responder is investigating or developing. The first part of the submission is limited to two pages, with a minimum of ten (10)-pitch font size. The second part is a non-proprietary page identifying the responder?s technical, business, and administrative points of contact, to include name, address, phone and fax numbers, and email addresses. This non-proprietary page must also include the proposer's CAGE number and physical location. The second part has a limit of two pages and a minimum of ten (10) pitch font size.The Government anticipates that responses to this RFI will be unclassified. In the event that an RFI response may be classified, contact DARPA/ATO at (703) 526-4777 for full instructions on how to prepare and submit your response. Unclassified responses should be submitted in digital format to Defense Advanced Research Projects Agency via email to CMRS.RFI@darpa.mil. Responses that can not be delivered electronically may be delivered to DARPA/ATO, 3701 North Fairfax Drive, Arlington VA 22203-1714 (Attn: CMRS RFI Manager/ATO). Proprietary Data: All information submittals containing proprietary data should be appropriately marked. It is the respondents responsibility to clearly define to the Government what is considered proprietary data. Responses to this RFI are due no later than 4:00pm, Local Time, Arlington, VA, on 1 August 2005; however, early responses are encouraged and will allow more time for consideration by the study team.
