Description
NASA/ARC intends to issue a sole source, firm fixed price procurement to Sensis Corporation (Seagull Technology) to establish methodology for selecting (a) transformed air transportation system (ATS) goals for the 2025 time period; and (b) associated research and development (R&D) investments to achieve these goals. The outcome is the demonstration of a methodology for defining target future ATS alternatives, so that NASA Airspace Systems Program management can make informed, rational decisions on R&D investment to foster achieving this future system. This contractor has extensive experience in air transportation system (ATS) related technical projects with NASA, FAA and the aviation industry. Of particular importance, it has demonstrated its expertise in National Airspace System (NAS) analysis using the Airspace Concept Evaluation System (ACES), the modeling and simulation tool for assessing NAS operational concepts in the Virtual Airspace and Modeling Systems (VAMS) project and the Joint Programs Development Office (JPDO). This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the services that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on July 18, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
