Description
The US Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to R.G. Ford Consulting Company to provide professional pre-assessment consultation on the impacts to birds resulting from the Seledang Ayu ship grounding and subsequent oil spill that occured during the winter of 2004/2005 along the coast of Western Alaska. This information is neccessary so that the Service and other trustees can determine whether injuries resulting from the oil spill can be addressed with feasable primary and/or compensatory restoration activities. The Service is responding to the grounding of the 738-foot cargo vessel M/V Selendang Ayu, off Unalaska Island in the Aleutian Islands. The vessel, carrying approximately 483,000 gallons of heavy bunker fuel oil and 21,000 gallons of diesel fuel, ran aground and broke apart on Wednesday, December 8. Six of the vessel's crew members were lost in the rescue effort. The vessel is located between Skan Bay and Spray Cape (53° 38' 04", 167° 07' 30") on the western shore of Unalaska. The area is accessible only by water or air. The lands in the spill area are managed as part of the Alaska Maritime National Wildlife Refuge. The Service Regional Spill Response Coordinator is directing the Service response from Dutch Harbor, Alaska. The Service response efforts are being conducted within the Unified Incident Command Structure, and Service biologists are directing wildlife response activities within this joint command. The number of birds recovered during an oil spill response typically represnts a subset of the total mortality. Many of the birds that are killed by an oil spill are not recovered, and some of the bird carcasses that are recovered may not have been attrutable to the spill. Estimating the total mortality involves correcting for factors that result in carcass disapperance before being recovered by researchers and estimating the rate at shich carcasses are deposited in the adsence of an oil spill. R.G. Ford Consulting will compile and analyze information gathered by the Service and other trustee agencies that includes background seabird mortality, searcher efficiency, and scavaging rates. R.G. Ford Consulting will use data from reference beaches to establish scavaging and searcher efficiency rates that can be applied to the spill area. A final written report will be generated after all information has been examined. The final report will contain the following: a) Name and address of the client b) Name and address of the analysts c) Description of the methods used to determine final estimates of seabird mortality d) Summary results and conclusions This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 15 days following the publication of this notice, on or shortly after July 25, 2005. See Numbered Note 22.
