Description
The U.S. Department of Commerce, NOAA intends to award negotiate and award a contract to Ilex Engineering, Inc., 9250 Bendix Road North, Columbia, MD 21056 under the authority FAR 6.302-1 through solicitation EA133E-05-RQ-1526. Only one responsible source is available to satisfy the agency requirement for (1) each Graphical User Interface to LRGS and LRIT-Data Collection System (DCS) System as required by the WCDAS Operations, NESDIS, Wallops Command and Acquisition Station, Wallops, VA. The Low Resolution Information Transfer (LRIT) system is used to transmit a continual stream of products to the NOAA GOES spacecraft. The LRIT uplink to the GOES spacecraft is unique in that it is dedicated to the Wallops facility. The DCS data is transferred from Wallops to the Suitland Facility where data is assimilated into the LRIT stream as a whole. The transfer of DCS data to Suitland is critical in that Wallops is the only source Suitland has for its DCS data input. Ilex Engineering developed the LRIT software (which assimilates and transmits the data). Ilex has thorough knowledge of the system’s code and the overall development of the software. This is a 100% smallbusiness set-aside. Interested small businesses may identify their interest and capability to respond to this requirement. The small business size for the above NAICS code is $12.5 million. This notice is not a request for competitive proposals. All information received by 4:00 p.m., EST, 07/26/05 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
