Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire on a full and open competitive basis data collection and technical analysis services in support of the U.S. Joint Forces Command (USJFCOM) Joint Fires Integration and Interoperability Team (JFIIT) to include technical support, engineering, integration, installation, testing, documentation, training, operation and maintenance of JFIIT data collection and analysis capabilities. Support will be provided primarily at the JFIIT facilities, Eglin AFB, FL and may be required at other locations including, but not limited to, JWFC Suffolk Facilities; JNTC Exercise locations; National Training Center, Ft. Irwin, CA; JRTC Training Center, Ft. Polk, LA; and 29 Palms Training Center, CA. Travel will be required in support of this requirement. Personnel proposed to perform under the resultant contract in the position of Principal Investigator or Senior Analyst must hold a Top Secret clearance at a minimum. Personnel proposed to perform under the resultant contract in the position of Analyst or Instrumentation Programmer must hold a Secret clearance at a minimum. The solicitation shall contain a requirement for a base period of performance beginning 1 November 2005 through 31 October 2006 with four (4) one-year renewal option periods. The estimated level of effort is 137,240 man-hours for the first year of the resultant contract with the level of effort increasing each year to 163,560 man-hours on the last or fifth year of the resultant contract (if all options are exercised). A cost plus fixed fee, term type of contract is anticipated. Offerors shall be required to submit both cost and technical proposals. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541710 and 500 employees, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. This instant requirement is not a small business set-aside. All responsible sources may submit a proposal which shall be considered by FISC Norfolk, Philadelphia Division. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. The solicitation is expected to be released within 30 days of this posting. The closing date for receipt of proposals will be established in the solicitation.
