Description
The Stennis Space Center (SSC) Acquisition Management Office intends to issue a sole source, firm fixed price contract to Motorola Inc. for the express purpose of upgrading SSC Motorola Smart Net II trunked radio system. This upgrade is required to support the Federal Government’s decision to adopt 12.5 Khz spacing in certain government frequency bands vs 25 Khz spacing. This narrow-banding effort must be complete and in place by the end of 2006 to meet federal government requirements. Due to the critical nature of the SSC trunked radio system and its requirement to support, safety, health and welfare of the SSC environment and the proprietary nature of the existing system we have chosen Motorola Incorporated to plan, engineer and install this upgrade. Motorola’s expertise in the design and installation of health and safety related trunked radio systems is recognized throughout the world and the proprietary nature and criticality of the existing system to SSC’s mission dictates the transition of existing components to the new 12.5khz frequency band be flawless, without service interruptions and have the most experienced technical staff available. This is a Commercial Item Acquisition under FAR Part 12. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on July 18, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Solicitation NNS05120926Q will be issued to Motorola Incorporated on July 19, 2005, with a response due no later than July 26, 2005.
