Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Division intends to solicit on an Other Than Full and Open Competition basis, Secretariat Review Board (SRB) Capability-Based Budgeting (CBB) Administrative support services for the Assistant for Administration, Under Secretary of the Navy (AAUSN). A firm fixed price purchase order is contemplated for the period of 1 August 2005 through 30 April 2006. Performance is required at the AAUSN, 2 Navy Annex in Arlington, VA. The services are commercial for which the Government intends to solicit and negotiate with only one source (EDO Professional Services, Inc. of 2800 Shirlington Road, Suite 1200, Arlington, VA 22206-3621), under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The applicable NAICS code is 541611 with a size standard of $6M. This requirement will be procured pursuant to FAR Subpart 13.5- Test Procedures for Certain Commercial Items. The Government intends to acquire the services from EDO as they have already performed such services, and are capable of building upon the uniquely created models established during the first phases of the project. EDO is the only contractor that has demonstrated deep expertise on Capability-Based Budgeting, and is thoroughly familiar with the innovative programming and budgeting strategies being pursued within DoN. EDO is uniquely suited to perform such activities, as they have, previously provided CBB support to the Commander, Naval Installations organization. EDO’s geographical proximity, seasoned CBB analysis and assessment support services experience, and intimate knowledge of all the associated programming and budgeting initiatives, make EDO uniquely positioned to thoroughly and accurately continue to respond to the rapid strategic analysis and assessment support services to AAUSN and SRB. Working knowledge and Significant experience in the following areas are considered pivotal for successful performance of this requirement: (a) Leverage experience with Balanced Scorecard (BSC) management tool and develop metrics in general, with current common operating support performance metrics in particular. (b) Analyzing experience with past, present and possible future directions for organization management, administration and resource sponsorship relationships at all echelons in the DoN’s Secretariat organizations. (c) Synthesize experience/expertise in current management practices, standards, and metric methodology, and service levels for all core business areas/functions. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all requests in response to the publication of this synopsis. The Government will not pay for information received. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
