Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research Development and Engineering Center intends to procure, on an other than full and open competitive basis, Contractor Logistics Support (CLS) for the UH-60L Integrated Mechanical Di agnostic - Health and Usage Monitoring System (IMD-HUMS) Technology Demonstration Program. It is anticipated that a time and material contract will be awarded. A noncompetitive acquisition to Simmonds Precision Products, Inc., d/b/a/ Goodrich Fuel & Utili ty Systems, Vergennes, VT is intended pursuant to 10 U.S.C. 2304 (c) (1). Goodrich Fuel and Utility Systems is deemed to be the only responsible source. As the Original Equipment Manufacturer (OEM), the contractor will provide on-site personnel uniquely qualified to support the IMD-HUMS systems while deployed in IRAQ for 14 months. This support requires access to drawings, interface documentation, source code, and database design specifics in which the Government does not have sufficient rights to allow competition. Any delay in providing the maintenance management will degrade the aircraft maintenance capability and negatively affect aircraft readiness and unit survivability. All responsible sources may submit a proposal, which will be considered by this agency.
