Description
Pre-Solicitation Synopsis posted 8 July 2005. Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston intends to issue a Request for Proposal (RFP) for a non-developmental item (NDI), commercial-off-the-shelf (COTS) Multibeam Sonar Systems (MBSS) which is to be permanently installed by the manufacturer on six separate T-AGS 60 class survey vessels operated by Naval Oceanographic Office (NAVOCEANO). The MBSS shall be configurable to include the following four systems: Deep-water (1 X 1 degree) Multibeam echo Sounder for mapping to full ocean depth; Multi- frequency Single-Beam echo Sounder for surveying in all depths (shallow to full ocean); Deep-water Sub-bottom Profiler for high-resolution sub-bottom data to full ocean depth; and Multi-frequency Doppler Current Profiler for shallow and deep current profiling. Other system/services that will be required: travel to various CONUS/OCONUS locations; integration of system to existing shipboard process and display system; various land and sea-trial testing; spare parts; logistics support; multiple training classes; and design reviews. A draft SOW is provided as an attachment to this announcement. A single award, Indefinite Delivery, Indefinite Quantity, Firm-Fixed Price type contract for a base year and four one-year option periods is anticipated for award. The NAICS code is 334511, with an applicable size standard of 75 employees. Subject procurement is being solicited on an unrestricted basis, with an award to be made via full and open competitive proposals. The anticipated award date of the subject contract is scheduled for September 2005. The solicitation, including any other documents related to this procurement, will be available on or about 25 July 2005, on the SPAWAR E- Commerce website: http://e-commerce.spawar.navy.mil. Each Offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable doucments. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
