Description
By way of this notice, and in accordance with FAR 6.302-1, the Chicago District, U.S. Army Corps of Engineers announces its intention to award a sole source contract to National Audubon Society (NAS)/Chicago Region for planning recommendations for th e restoration of grassland bird habitat at the Orland Tract of the Forest Preserve District of Cook County. The work consists of the preparation of plant community maps and maps of the 2005 nesting locations of grassland birds, the description of 2 alternative plans and the identification of a preferred plan that includes a recommended species lists for planting , development of alternatives, an invasive species removal plan, and mapping. NAS/Chicago Region is uniquely qualified to prepare a vegetation/grassland bird restoration plan for the site. No private sector organizations have attempted this type of project in the region. NAS/Chicago Region recently completed the planning and imple mentation of a revegetation project at a nearby mile-square site, Bartel Grasslands, which supports many of the above species. Numbers of nesting grassland birds increased notably since the project. At Spring Creek Valley Forest Preserve a NAS/Chicago Re gion project is underway and a number of rare species have already returned. The director of the organization designed and supervised the successful 1,000-acre vegetation and grassland bird restoration at Nachusa Grassland in his earlier position as Scien ce Director at The Nature Conservancy/Illinois. They are the only group available that has knowledge and experience in the combination of the restoration of native vegetation to sites in the Chicago region with the restoration of habitat for these very s ensitive, legally protected, bird species. Orland Tract has Land & Water Reserve Status under the Illinois Nature Preserves Commission, which offers stringent legal protection. There is also considerable interest in the site and any restoration activitie s from concerned and active stakeholders that include birders, site volunteers, and the City of Orland. Work there, including surveys and mapping, must receive a permit from the forest Preserve District of cook County as the owners and managers of the sit e. National Audubon Society/Chicago Region has been granted the requisite permits because of field investigations performed on the site over the last 3 years. Earlier efforts by governmental agencies to restore habitat for these species have had limited success. It is thought that incorrect vegetation structure may have been the cause. For these reasons NAS is the one responsible source who can satisfy our agencies requirements. The performance period is for approximately 18 months. It is anticipated that the resultant contract will be a firm-fixed priced Purchase Order. This notice is NOT a Request for Quotations; therefore NO solicitation documents will be issued. Award is an ticipated on or about July 15, 2005.
