CONTRACT INFORMATION: The Savannah District, U.S. Army Corps of Engineers requires the services of an Architect -Engineer (A-E) firm for a firm-fixed price contract. This contract is being procured in accordance with the Brooks A-E Act as impl emented in FAR Subpart 36.6. A firm will be selected for negotiations based on demonstrated competence and qualifications for the required work. See numbered Note 24 for general information on the A-E selection process. A-E services are required for site investigations, preliminary design, final design, and construction phase services for the subject project. The A-E will be required to prepare plans, specifications, design analysis, and cost estimates. The NAICS is 541330; size standard $4 million. This a nnouncement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2005 and design completed by June 2006. The contract will have an option for construction phas e services. Small businesses are encouraged to team with other businesses. Large business firms that intend to do any subcontracting must convey their intent to meet the minimum small business goals on the SF 330, Section C, by identifying subcontracting o pportunities with small business. If selected, the large business offeror will be required to submit a Small Business Subcontracting Plan in accordance with FAR 52-219.9 and DFARS 219.7704/705 as a part of the Request for Proposal package. The following su bcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. Of the subcontracted work, 50.9% to small business; 8.8% to small disadvantaged business (a composite of small business); 7.2% to women-owned business (a composi te of small business); 2.9% to HUBZone small business (a composite of small business); .5% to service disabled veteran-owned small business (a composite of small business and veteran-owned small business). While the Savannah District does not have a speci fic target for subcontracting with veteran-owned small businesses, this must be addressed in any subcontracting plan. Written justification must be provided if the minimum small business goals cannot be met. The small business subcontracting plan will be evaluated in accordance with AFAR 19.7, Appendix DD. The plan is not required with this submittal, but will be required with the fee proposal of the firm selected for negotiations. For additional information, contact Leila Hollis at (912) 652-5340. PROJECT INFORMATION: Replace and expand the entire existing center wharf concrete decking and approaches; repair/replace damaged pilings and install additional concrete pilings; provide and install crane rails for three 65-85 long ton rated lifting capa city, diesel/electric (funded separately), post-Panamax container (gantry) cranes; replace existing timber fendering system with new, resilient, foam-filled fender system; construct new approaches; construct an operations building with elevator, a storage maintenance building, a break building, and a pedestrian walkway bridge. Supporting facilities include electrical service, exterior lighting, water service, sanitary system, parking area, and fire protection system. Heating and air-conditioning by self-c ontained systems. Remove existing wharf decking, approaches, timber fendering system, and utility services. Demolish 4 small Buildings (1 Operations building, 2 break buildings, and 1 re-pack building). New wharf deck will be expanded from approximately 165,000 SF to 215,000 SF, not including the approaches. The estimated construction cost of this project is between $35,000,000 and $45,000,000. Cost estimates m ust be prepared using MCACES software. All design files must be delivered in the (*.dgn) format. All design files will be developed using the Tri Service AEC Standard as supplemented by the Savannah District instructions. The standards include naming conve ntion, file and directory structure, line weights, levels, and color. 3. SELECTION CRITERIA: The selection criteria for this project are listed below in descending order of importance. Proposals will be evaluated on each of the criteria factors listed bel ow. Each factor will be assigned a rating from outstanding to unsatisfactory based on the risk to the government that the offeror will successfully perform the factor being evaluated. Award will be made to the firm determined to be most highly qualified. F actors listed below will be rated based on a relative weighting as follows: Significantly More Important means that the factor is at least two times greater in value than another factor. More Important means that the factor is greater in value than another factor but less than two times greater. Equal means that the factor is of the same value or nearly the same as another factor. For this solicitation, Factor 1, Technical Competence, Factor 2,Work Management/Capacity, and Factor 3, Professional Qualificati ons are weighted equally and each factor individually is more important than Factor 4, Past Performance and Factor 5, Knowledge of Locality and significantly more important than individual Factors 6 and 7. Past Performance and Knowledge of Locality are wei ghted equally and each factor individually is more important than Factor 6, Small Business Utilization and Factor 7, Volume of DOD Contract Awards. Small Business Utilization and Volume of DOD Contract Awards are weighted equally and will only be used as  tie-breakers among firms that are essentially technically equal. Proposals will be evaluated on each of the criteria factors listed below. Information on each factor should be submitted FOR THE OFFICE AND/OR EMPLOYEE PERFORMING THE WORK IN RESPONSE TO TH IS ANNOUNCEMENT. It is recognized that for firms with multiple offices, a project team may be formed from personnel from more than one office. If more than one office is represented, this must be stated clearly in the work management plan and the Selection Board will consider the performance risk associated with that team not being co-located and the geographical proximity to the supported project. FACTOR 1 - SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE. a. Design of port facilities in a tidal environ ment, wharfs, docks, piling design, piling condition surveying, crane-rail systems, and knowledge of crane operations. b. Experience in construction cost estimating. Technical competence will be judged based on a minimum of satisfactory performance and experience of the firm and its design team, longevity and previous working relationships among the working parties on similar projects, and most recent firm and employee history of experience on similar projects. FACTOR 2 - WORK MANAGEMENT/CAPACITY. A pr oposed management plan shall be presented in Section H which briefly addressed the management approach, team organization, quality control procedures, cost and schedule control, coordination of in-house disciplines and consultants, and prior relationships of the prime firm and any of their significant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. Any work not done out of the primary office shall be ad dressed within this work management plan. The evaluation for this factor will also consider the organizational chart in Section D of the SF 330. The organizatio nal chart shall include all key personnel in Section E and all other team members shall be indicated by the total number available for this contract. Show lines of responsibility and communication between project team leaders and team members. Address th e firms capacity to submit the preliminary design (65% complete) by 31 January 2006 and complete the design by 30 June 2006. FACTOR 3  PROFESSIONAL QUALIFICATIONS. Resumes for qualified personnel should be presented in Section E for the following key p ersonnel. A resume should be presented for the total number of each discipline shown in parentheses below. If possible, resumes should show relevant experience within the last five years. Key personnel presented in the SF 330 shall be the individuals w ho will routinely be involved in the actual production of work under this contract. All key personnel shall be shown on the organization chart. Key personnel required to be registered include: a. civil engineer (2), b. structural engineer (2), c. mech anical engineer (2), d. electrical engineer (1), e. architect (1), f. geotechnical engineer with marine experience (1), g. fire protection engineer (1) The fire protection engineer shall be a registered professional engineer, have a minimum of five years experience dedicated to fire protection, and in addition have one of the following: (a) a degree in Fire Protection Engineering from an accredited university, or (b) have passed the National Council of Examiners for Engineering and Surveys fire protection engineering examination. Other key personnel include: h. project manager (1), i. cost engineer with experience in MCACES and marine construction cost estimating (1). Total depth of personnel available to work on the project should be indicated in the s ubmittal. FACTOR 4  PAST PERFORMANCE. The Selection Board will evaluate the firm's past performance on DOD and other contracts with respect to quality of work, compliance with performance schedules and cost control. Indication of favorable performance r atings, awards, and repeat clientele in Section H of the SF 330 is recommended. Past performance will be based on ACASS ratings and other data presented by the offeror or as determined by the Government. FACTOR 5  KNOWLEDGE OF LOCALITY. Knowledge of lo cality as it pertains to design and construction methods of military or commercial port/wharf projects at or near coastal NC. FACTOR 6 - SMALL BUSINESS PARTICIPATION. Degree of participation of all types of small business as prime contractor, subcontracto r, or joint venture partner. ALL OFFERORS (except small businesses) who plan to subcontract portions of the work are required to provide a narrative discussion of their plan for utilization of small and small disadvantaged businesses. As a minimum, the nar rative shall discuss: (a) Goals for subcontracting with small and small disadvantaged businesses in sufficient detail to allow government evaluators to determine that these goals are realistic, justifiable, positive, and in accordance with the government's policy to maximize opportunities for these types of businesses, (b) The extent to which small disadvantaged businesses, and where appropriate, historically black colleges and universities/minority institutions (HBCU/MI) have been identified for participat ion as part of the offeror's team, (c) The offeror's past and present commitment to providing subcontracting opportunities and encouragement to small and small disadvantaged businesses. FACTOR 7 - VOLUME OF DOD CONTRACT AWARDS. Volume of DOD contract awar ds in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. 4. SUBMISSION REQUIREMENTS. Interested firms having capabilities to perform this work must upload Parts I a nd II of the SF 330 to https://sasweb.sas.usace.army.mil/aeselection/ by midnight, local time on 8 August 2005. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Any submissions received after the exact time specified for receipt is considered late and will be processed IAW FAR 15.208 Submission, Modification, Revision, and Withdrawal of Proposals. The entire submission of the SF 330 must not exceed 5 Me gabytes and shall be submitted as one file using Microsoft Word (.doc) or Adobe Acrobat (pdf.). Part I of the SF 330 should not exceed 50 pages, including 15 pages for Section H. Font size shall be 10 or larger. Resumes in Section E and example projects i n Section F shall not exceed one page each. Indicate in Section C.11 if the prime has worked with the team members in the past five years. In Section G. 26, include the firm each of the key personnel is associated with.
