Description
The Centers for Disease Control and Prevention (CDC) intends to award a contract on a sole source basis IAW FAR 6.302-2 to ASPEN Pharmacare for the purchase of 40,400 cans of infant formula with an option line item to order an additional 60,000 cans at a future date to be determined later. This effort is in support of the Prevention of Mother to Child Transmission (PMTCT) program initiated by the implementation of the Presidents’ Emergancy Plan For AIDS Relief (PEPFAR). The purpose of this contract is to provide the country of Botswana with a provisional supply of infant formula that would be appropriate for infants of the age from 0-6 months that is in powdered form and contained in a can. As a result of the heavy reliance upon infant formula in Botswana due to the AIDS epidemic and coupled with the fact that the current supply of infant formula is scheduled to expire at the end of July, it is determined that this is a compelling and urgent need as human life is at stake. Due to the compelling and urgent nature of this requirement, PMTCT will be exempt from any labeling restrictions as the healthcare workers thoroughly provide preparation instructions to mothers who do not understand English. Although the Government intends to award a sole-source contract at this time, the need may persist until the Government of Botswana establishes its’ own contractual agreement. With this in mind, all sources are invited to submit a record of capability to this office to be received by this office NLT July 22, 2005 indicating the capability of meeting the specifications below for future requirements. Keeping in mind that the need could exist for up to 100,000 cans to be delivered with a very short lead time, only organizations that can supply this quantity and meet the specifications below should respond. Be advised that this notice is not a promise of a need or a contract and the Governments’intent is to pursue this need only when a need arises. Specification: 1. Powdered, tinned infant formula suitable for normal infants 0-6 months of age. 2. Labeled in English 3. Up to 100,000 cans 4.
