Description

This is a combined synopsis/solicitation for commercial items provided in accordance with the format in Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. FDA-SOL-05-00078 is issued as a request for proposal and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-04. This procurement is a Total Small Business Set Aside. The NACIS code 722310 and small business size standard for this procurement has an average annual receipt which does not exceed $17.5. The base contract performance period is August 15, 2005 through August 14, 2006 with four one year option periods. The NCTR/FDA Jefferson Laboratories located at Jefferson, Arkansas has a requirement for on site cafeteria food service operation. The government shall provide space and utilities necessary for the operation of these services. All profits from the operation and sales in the cafeteria will belong to the contractor. The contractor will receive no funds from the Government. The NCTR/FDA Jefferson Laboratories requires that all DHHS employees and contractors who will be working in a DHHS owned space to undergo a background investigation. The evaluation procedures to be used are as follows: Evaluation Criteria (of equal importance): a. Management Capabilities Demonstrated financial and management capability in managing a food service type of business. b. Ability to Provide Staffing and Other Resources Plan of how offeror intends to staff contract to accomplish the scope of work. Information provided to show personnel availability, qualifications and their recent experience with similar work. c. Knowledge and Understanding of the Scope of Work Statement of the need as it is interpreted by the offeror and any anticipated difficulties and problems with recommended solutions. d. Past Experience Description of past experience in the food service, cafeteria style business and three (3) references with knowledge of your experience in the food service industry. Basis for Award The government award will be based on the best value considering the evaluation factors set forth herein. A site visit will be conducted on 18 July at 8:30 A.M. for all prospective Contractors. Offers must be sent in writing to the Contract Specialist above not later than 3:30 P.M. July 28, 2005. Award will be made on or about 12 Aug.2005 Contractors must be registered in the Central Contractor Registration (CCR) prior to receiving a contract award.
