Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: Advanced Commercial Vessel Familiarization Course of Instruction for the period 1 August 2005 to 12 August 2005 for eight personnel. Course should consist of the following: Familiarization and Underway on several vessels from 100-Unlimited Tonnage. (600’ supply ship, unlimited tonnage; 121” tugs, 180 grt, underway; 85’ commercial work boat, 87 GRT, underway; Maneuvering, hands on, underway, advanced navigation). Start up procedures electronics; Utilization of all electronis onboard (radar/ARPA, practical; GPS/Plotters, practical; Communications, practical; GMDSS, fam; Wx Fax, fam). Engineering & Systems, lectrues and practical (diesel engines, hands on training in lab disassembling and reassembling varous models, troubleshooting; Hydraulics, hands on training in lab, theory, valves and motors, concentrate on schematics). Pneumatics hands on training lab. Fuel System – lectures and hands on training tracing out fuel lines on various vessels. Cooling Systems for engines – discuss various type of cooling systems onboard vessels, lectures and hands on training tracing out cooling systems. Electrical – lab, concentrating on schematics and multimeter tests. Steam turbines fam. – tour and lecture of a steam turbine. Lectures on the distinguished between different vessels and their capabilities vessel documentation to include ships paper, ships inspection requirements, ABS, coast guard, IMO, STCW-95, foreign registration, cargo paperwork, safety inspections. Deck Gear – utilize all deck gear found on a typical commercial vessel during underway or pier side training, anchoring, practical, unlimited tonnage vessel, cranes, practical pier side. Bridge Simulator – Practical exercises simulating any port worldwide, incorporated all equipment found onboard a commercial vessel. BRM Certification (STCW-95). Manned models – hands on training on scale models of various tonnage vessels. This Request for Quote (RFQ) H92244-05-Q-0059 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03 effective 11 April 2005. North American Industrial Classification Code (NAICS) 611519 applies to this procurement. The DPAS rating for this procurement is DO. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2005); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Mar 2005); FAR 52-212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Apr 2005); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisition of Commercial Items (Jan 2005); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Apr 2003). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price.
