Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army  Soldier Systems Center, Natick, MA has a requirement for the testing of Forward Osmosis Water Filter devices to EPA Microbiological Purifica tion Standards utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. Contractor shall provide all personnel, facilities, equipment and support services (incl. disposal of test samples on completion of test) necessary to perform the test and evaluation of commercial Forward Osmosis Water Filtration devices (furnished as GFM) for conformance to EPA Test Protocol/NSF Protocol P-231 requirements for removal of protozoan cysts and virus. Contractor will be required to develop a fundamental test protocol for microbiological (protozoan cyst and virus) efficacy testing of two configurations of commercial, forward osmosis water filtration devices (X-Pack and Hydrowell Expedition (on-the-move hydration system) devices of Hydration Technologies, Inc.) to determine conformance to EPA Test Protocol and NSF Protocol P-231 (Microbiological Water Purifiers); the test protocol (incl. number of sample items/devices necessary) shall be reviewed and approved by the Government prior to test/ev aluation of sample items. Contractor shall also test and evaluate samples of the two configurations in accordance with the approved test protocol for microbiological testing. Samples shall be as follows: Baseline samples, Environmental-stressed samples, an d Accelerated wear samples. It is recommended that interested companies submit technical, past performance and cost/schedule proposals for the Governments review, downselection and contract award. The Technical proposal shall address the test/evaluatio n of Forward Osmosis Water Filtration Devices (each of Hydration Technologies X-Pack and Hydrowell Expedition (on-the-move hydration system)) by submission of a proposed test protocol(s) as denoted in the Scope of Work (in the Cost proposal, each group of sample testing shall be separately priced). The Companys past performance of similar work with microbiological water purifiers shall be presented (3 references) with a brief description, POC (Company/representative) and telephone number and submitted in a Past Performance proposal. The Cost/Schedule proposal for the required work shall also be prepared/submitted. For the evaluation, Technical is most important and slightly more important than Cost/Schedule, which is moderately more important than Past Performance. This notice constitutes the request for quotes (RFQ) and is the only solicitation. Proposals are requested and a written solicitation will not be issued.
