Description

The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Fort Monmouth, Monmouth, New Jersey. Fort Monmouth is on the initial BRAC list with the final cut due out in the Sep/Oct timefram e. Either way, the BRAC list does not affect this solicitation. The proposed contract is for a base year with four one-year options. The local exchange services provider, certified by the state of New Jersey, shall provide local commercial communication s service for Fort Monmouth, Monmouth, N.J.., which shall include, as a minimum but not limited to, local access for commercial subscriber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition , a concern will be considered small under SIC code 4813 with size standard of 1500 employees  NAICS 517110. This requirement shall be a commercial, fixed price type contract. Solicitation is anticipated to be released on or about 8 July 2005. The soli citation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website. All questions related to this notice must be addressed in writing, fax (520) 538-6701 or e-mail to basecom@netcom.army.mil. The Government will conduct a preproposal conference and site visit on 27 July, 2005 at Bldg. 1150, 3rd Floor Conference Room, at Ft. Monmouth, Monmouth, N.J.. It is recommended that prospective offerors attend this conference. The conference will be from 9:00  10:00 AM (approximately) and will be followed by a site visit from 10:00  11:00 AM. Offerors planning to at tend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company, prior to 19 July 2005. Security information and directions will be provided at that time. An e-mail response to basecom@netcom .army.mil is acceptable. Questions prior to the conference must be received before 19 July 2005. Questions generated as a result of the preproposal conference must be sent to basecom@netcom.army.mil, by 29 July 2005. Written responses to offeror-generat ed questions will be provided to all Offerors.
