ANSWERS TO QUESTION SUBMITTED BY CONTRACTORS 1. Does “demonstrated knowledge of Q-Bank application (software, hardware)…” mean that the bidding company should have necessarily worked on the Q-Bank application within your organization or on a similar application? The professional services required by Solicitation # 2005-N-02094 are a continuation of a three-year effort to develop, implement and maintain a multi-agency metadata database of federally tested survey questions. The focus of this phase of the project will be on modifications to GUI based upon user feedback, database modifications/upgrades, user training, and system and web maintenance. The effort required of the Government to train contractor personnel in the specific requirements, operating procedures and survey analysis terminology of the Office of Research Methodology would be both cost and time prohibitive. Therefore it is imperative that the contractor awarded this contract possesses a demonstrated knowledge as stated in the solicitation. 2. Does “demonstrated knowledge of ORM survey analysis terminology, methodology and operating procedures…” , mean that knowledge of ORM survey analysis terminology is absolutely necessary or that work on systems with similar terminology is adequate? What kind of software (operating system, application server etc.) does the Q-bank application run on? Visual Studio SQL Server 4. What kind of hardware does the Q-Bank application run on? SQL Server 5. What kind of database, if any, does the Q-Bank application run on? The Q-Bank application is a meta database running on an SQL server 6. Do you envisage the placement of project management, database and application development resources full time on site? Yes, for an unknown duration of time. 7. Which of the government-wide numbered notes at http://www.eps.gov/Numbered_Notes.html are aplicable to this project? Notes # 1 and # 22. 8. You reference “offerors shall submit, as part of their proposal, firm-fixed prices for all the items listed in the attached spread sheet per period of performance.” Where can I get the spreadsheet thus referenced? This statement is incorrect. The contract line items for this procurement are as follows: CLIN 0001 Phase I Description: Development and testing;will involve all of the actions/subtasks for Tasks 0001 and 0002, identified under paragraph “A”, Section “I – Statement of Work” in Solicitation 2005-N 02094. Development requirements will be determined by the Q-Bank Steering Committee. It is estimated that Phase I will be completed NLT 31 Dec 2005. CLIN 0002 Phase II Description: System Management and Technical Support; will involve all of the actions/subtasks for Task 0003, identified under paragraph “A”, Section “I – Statement of Work” in Solicitation 2005-N 02094. In Phase II the “Senior Technologist” position will be replaced with a “Database Administrator”. 9. Is the July 11 response date firm at this time or is an extension of this date possible? The closing date/time of 3:00 PM EST, Monday 11 July 2005 is firm and will not be extended. 10. Does our company need to obtain a clearance of any type? No 11. Is this requirement currently fulfilled from within, or is there a current contract in place for these services? If there is a current contract, please provide the following information: Contractor, Contract Number, Contract Type, Award and Expiration Date, Value. This requirement has not been fulfilled utilizing internal resources.
