Description
The U.S. Environmental Protection Agency has a requirement for construction of two (2) new 22,900 square-foot additions to the existing Annex 1 facility located at the Andrew W. Breidenbach Environmental Research Center, 26 W. Martin Luther King Drive, Cincinnati, Ohio. The new additions will consist of three floors including a full basement for office space and mechanical equipment. The foundation of the buildings will be reinforced poured concrete with exterior butyl water proofing. The main structure of the building will be a steel movement frame with steel columns and bar joists. The floor structure will consist of metal decking and poured concrete slabs. The building exterior will mostly consist of metal panel and glass curtain wall. The base bid roof of the buildings will be an adhered EPDM over polyiscocyanurate insulation. The alternate bid roofing system will include the installation of a green roof. The building will be served by a new variable air volume air handling unit system, and there will be a wet pipe automatic fire protection system. The design and construction of the buildings is focused to achieve a Gold Leadership in Energy and Environmental Design (LEED) status. A firm-fixed-price contract is contemplated. In addition to price, the Government?s evaluation of proposals is expected to include assessment of each offeror?s past performance record, technical approach, management approach, and personnel qualifications. All non-price evaluation factors, when combined, are approximately equal in importance to price. The anticipated contract performance period is twenty months after receipt of the notice to proceed. The estimated construction contract price is under $10,000,000. The solicitation will be released through the internet on EPA?s home page at www.epa.gov/oam/cinn_cmd/. Prospective offerors can download the Request for Proposals (RFP) and related documents from this website on or about August 3, 2005. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
