- Description
- (i)This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The government intends to solicit and negotiate with only one source to Motorola, 7031 Columbia Gateway Dr, Columbia, MD 21046, in accordance with FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit offers. This notice of intent is not a request for competitive proposals. However, all offers received within fifteen days after date of publication of this combined synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this combined synopsis/solicitation based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document exists. This combined synopsis/solicitation is issued as a request for quote (RFQ). It is the contractor's responsibility to be familiar with applicable clauses and provisions. (viii) FAR 52.212-2 Evaluation, applies to this acquisition. The final contract award will be based on a combination of factors. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on a Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (ix) Offerors must include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, with quote (x) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xi) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Specifically the following clauses cited are applicable to this solicitation: FAR 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration.
