Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This Request for Quotation (HSCG38-05-Q-101043) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-04. This is an unrestricted procurement. The North American Industry Classification System (NAICS) Code is 336413 and the small business size standard is 1,000 employees. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a firm fixed price contract for the purchase of (56 each) HU25 replacement batteries and (34 each) chargers and (1) Electronic Maintenance Manual. ****************************************************************** BACKGROUND- The U.S. Coast Guard currently operates twenty (22) HU-25 aircraft manufactured between 1982 and 1984 by Dassault-Breguet Aviation SA-Avions Marcel. Currently each aircraft is equipped with two NICAD main batteries, P/N23176, manufactured by SAFT. ****************************************************************** OBJECTIVE: In order to reduce cost, improve reliability and reduce hazardous material the Coast Guard?s objective is to replace the current HU-25?s NICAD main aircraft batteries with maintenance free Sealed Lead Acid Battery (SLAB). It is also the intention of the Coast Guard to equip each aircraft with a portable 110 volt AC battery charger. Due to interior aircraft area constraints the size and weight of the charger is critical. ****************************************************************** REQUIREMENTS: The replacement battery shall meet the following requirements: 1) The battery must utilize the latest technology in battery design to eliminate high maintenance labor-hour costs, hazardous material and safety related concerns associated with NICAD batteries. 2) The battery shall be a form, fit, and functional replacement for the current SAFT battery P/N 23176 requiring no aircraft modifications for installation. 3) Battery construction shall consist of sealed, valve regulated, field replaceable monobloc cells appropriately wired and rated at 24 volt, 22 ampere hours. The cells shall be enclosed in a stainless steel metal case similar in size and construction as SAFT P/N 23176 to facilitate installation in the HU-25. Quotes shall include drawings. 4) The battery shall be equipped with two connectors that mate to the aircraft?s main terminal connector P/N MS25182-2, and a dummy over temperature connector which mates to the current aircraft connector P/N MS24266R10B5SN or MS27291-1. 5) Battery cells shall be FAA approved for aircraft use. 6) The battery charger shall be small in size and not to exceed 5 lbs to facilitate installation in the aircraft as inventory for use on and off the aircraft. 7) The Vendor shall provide P/Ns for the battery, re-blocking cells and portable charger. 8) The Vendor shall provide warranty information. 9) The Vendor shall provide a Firm Fixed Price for 56 ea. batteries, and 34 ea. Chargers and 1 ea. Electronic Maintenance Manual. For planning purposes include the price of replacement cells, with quantity breaks. 10) The successful contractor shall provide a maintenance manual in electronic format as well as permission to post the manual on the Coast Guard Intranet for air station use. The Coast Guard Intranet in not public accessible. ****************************************************************** This acquisition requirement is for new material only. The items procured are complete replacements that are installed. The material itself is not repairable and it is not available as an overhauled certified item; therefore reconditioned or used material would be unacceptable. All Items are to be delivered to US Coast Guard Aircraft and Repair Center, Bldg.63, Elizabeth City NC 27909. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for this material. Request for drawings will be disregarded. Inspection and acceptance of material shall be performed by the USCG Aircraft Repair and Supply Center Receiving personnel. The USCG desires delivery of Line Items 1 & 2 in three separate shipments due to the limited shelf life. The first delivery shall be for 18 ea. Batteries (Line Item 1) and 11 ea Battery chargers (Line Item 2) to be delivered 90 days after acceptance of the contract, the second delivery will be 18 ea. Batteries (Line Item 1) and 11 ea Battery chargers (Line Item 2) to be delivered 210 days after acceptance of the contract, and the last shipment of 20 ea. batteries (Line Item 1) and 12 ea Battery Chargers (Line Item 2) to be delivered 360 days after receipt of the contract. Line Item 3 shall be delivered 60 days after contract acceptance. FOB Destination Quotes are desired. FOB Origin Quotes must include shipping charges to be considered acceptable. Packaging and marking: shall be in accordance with ASTM D3951-98 (2004), Standard Practice for Commercial Packaging. Note each part must be individually packed in a separate box suitable for shipment via air, land or sea to enable shipment to destination and transshipment to a Coast Guard unit without repacking or incurring damage during shipping and handling. Packaging Material shall not consist of popcorn, shredded paper, Styrofoam of any type of peanut packaging. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage with temperatures ranging from 95 to 40 degrees Fahrenheit and high humidity for a period of one year. At the time of each delivery of supplies under this contract, the contractor must furnish to the Government a properly completed packing slip. This packing slip must include the following information: 1) National Stock Number, 2) Part Number, 3) Nomenclature, 4) Serial Number, 5) Contract Number, 6) Line Item Number, and 7) Quantity. One copy of the packing slip shall be attached to the outside of the shipping container. Hazardous Material (HazMat) sheets will be included for each Battery (Line Item 1) shipped to ARSC and must be attached to the outside of the shipping carton. A FAA-8130 or COC is required. The FAA-8130 or COC must be attached to the outside of the shipping carton and a copy must be attached to the invoice. Failure to do so will result in a delay in payment. All responsible sources may submit a quote that shall be considered by the agency. Anticipated award date is AUG/22/2005. This date is approximate and not exact.
