- This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), Marathon, FL to identify and evaluate the cost per unit (coral colony) to grow cultured corals from acquisition to reattachment for reef restoration sites, for the base period of July 15, 2005 through July 14, 2006, and three (3) 12 - month option periods. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NCND6012500035CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition, located in Section B, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jul. 2005) (Sections 5, 14, 16, 17, 18, 19, 20, 26, and 27), 52.217-5 Evaluation of Options (Jul. 1990), 52.217-8 Option to Extend Services (Nov. 1999), 52.217-9 Option to Extend the Term of the Contract (Mar. 2000) {(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If an option is exercised, the period of performance shall be extended through the end of that option period. The option periods that may be exercised are as follows: Option I ? July 15, 2006 through July 14, 2007, Option II ? July 15, 2007 through July 14, 2008, Option III ? July 15, 2008 through July 14, 2009.}. The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are also located in Section B: 1352.201-70 Contracting Officer?s Authority (Feb. 2005), 1352.215-70 Period of Performance (Mar. 2000) {the period of performance of this contract is from July 15, 2005 through July 14, 2006.}, 1352.252-70 Regulatory Notice (Mar. 2000). The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be: 52.212-1, Instruction to Offerors ? The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are located in Section D: 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar. 2000) {The Government will award a puchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government price and other factors considered. The following will be used to evaluate quotations: 1) Information provided must indicate contractors ability to provide equipment and facilities; 2) Information provided must indicate contractors ability to provide staff person(s) on site to document and verify costs; 3) Past Performance. In addition to technical information and price, offers must include the following: 1) a completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; 2) certification of registration in the Central Contractor Registration database; and 3) Performance references for requirements that are comparable to those stated within.. Price proposal shall provide a breakdown of costs. Prices shall include the cost per job, total cost per year, and grand total of base plus option years. This is a firm fixed price solicitation. DESCRIPTION: The overall goal of this project is to identify and evaluate the cost per unit (coral colony) to grow cultured corals from acquisition to reattachment for reef restoration sites. Task 1 ? Document costs for time, equipment, staff, and materials for coral acquisition. Task 2 ? Document costs for time, equipment, staff, and materials for coral culturation at the aquaculture facility. Task 3 ? Document costs, time, equipment, staff, and materials for coral reattachment. Task 4 ? Produce a report assessing the costs of growing cultured corals for reef restoration sites based upon the data collected in Tasks 1 through 3. Report should also note levels of success and/or failure to promote growth in acquired corals during the study time period and levels of success in reattaching corals at restoration sites. REQUIREMENTS: Knowledge, Skills, and Abilities: Contractor must provide staff, equipment, and facilities for the above mentioned tasks. NOAA/FKNMS staff will provide contract related training when necessary. The contractor will provide all equipment and supplies necessary to perform the tasks described above. There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. The contractor shall not be deemed a Federal employee for any purposes including Federal Tort Claims Act and Federal Employee Compensation Act purposes. Progress payments are authorized.
