- This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), Marathon, FL to provide facilities and staff for coral aquaculture facilities for the placement of coral fragments after a grounding incident, for the base period of time of contract award through July 14, 2006, and three (3) 12 - month option periods. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NCND6012500034CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition, located in Section B, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jul. 2005) (Sections 5, 14, 16, 17, 18, 19, 20, 26, and 27), 52.217-5 Evaluation of Options (Jul. 1990), 52.217-8 Option to Extend Services (Nov. 1999), 52.217-9 Option to Extend the Term of the Contract (Mar. 2000) {(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If an option is exercised, the period of performance shall be extended through the end of that option period. The option periods that may be exercised are as follows: Option I ? July 15, 2006 through July 14, 2007, Option II ? July 15, 2007 through July 14, 2008, Option III ? July 15, 2008 through July 14, 2009.}. The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are also located in Section B: 1352.201-70 Contracting Officer?s Authority (Feb. 2005), 1352.215-70 Period of Performance (Mar. 2000) {the period of performance of this contract is from date of contract award through July 14, 2006.}, 1352.252-70 Regulatory Notice (Mar. 2000). The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be: 52.212-1, Instruction to Offerors ? The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are located in Section D: 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar. 2000) {The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government price and other factors considered. The following will be used to evaluate quotations: 1) Information provided must indicate contractors ability to provide facility to perform the tasks described herein, facility size and location is important. Facility must be large enough to manage hundreds of coral fragments. Location must be within Florida for rapid transportation of coral fragments to facility from the Florida Keys; 2) Information provided must indicate contractors ability to provide staff, and equipment; 3) Information provided must indicate / list knowledge on coral aquaculture and / or research; 4) Contractor must provide copy or permit number of valid aquaculture permit; 5) Contractor must provide application or permit for coral possession; 6) Past Performance. In addition to technical information and price, offers must include the following: 1) a completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; 2) certification of registration in the Central Contractor Registration database; and 3) Performance references for requirements that are comparable to those stated within.. Price proposal shall provide a breakdown of costs. Prices shall include the cost per job, total cost per year, and grand total of base plus option years. This is a firm fixed price solicitation. DESCRIPTION: Typically the FKNMS has 600 +/- reported vessel groundings each year. Many of the grounding sites are candidates for restoration and when possible the natural coral structures are stabilized shortly after impact. There often is a need for new coral colonies to restore a site following grounding to help replace live coral that could not be stabilized. Recently, restoration projects have taken a new approach by utilizing corals grown (from fragments) in aquaculture facilities. Growing corals in an aquaculture facility begins with small coral fragments taken from grounding sites or other disturbed areas, placing them in a controlled recirculating aquarium, monitoring growth patterns, and when at an appropriate size, reattaching the coral on the seafloor at a predetermined restoration site. There are various species of coral that are available for aquaculture. Coral is a protected species and the work must be performed with the appropriate permits for coral possession and aquaculture. REQUIREMENTS: Task 1 ? Work with FKNMS staff to assess and acquire coral fragments for placement in aquaculture facility after a grounding incident. Task 2 ? Once corals are placed in aquaculture facility, ensure coral growth and mortality within acceptable limits. Acceptable mortality limits will be determined in consultation with FKNMS staff on a case by case basis. Task 3 ? Provide staff, equipment, facilities, and permits to perform the above mentioned tasks. Task 4 ? Report findings in a written and electronic format on a semi annual basis. Report should include details on the corals, e.g. species, size, number of fragments, acquisition date, location of grounding, and other information relating to methodology of the aquaculture facility. The reports will be provided to the FKNMS Science Coordinator. Knowledge, Skills, and Abilities: Contractor must provide staff, equipment, and facilities for the above mentioned tasks. Contractor must provide information on coral knowledge and prior, relevant research. Contractor must obtain FKNMS permit for coral possession. Contractor must provide valid / current State of Florida aquaculture permit. NOAA/FKNMS staff will provide contract related training when necessary. The contractor will provide all staff, equipment, and supplies necessary to perform the tasks described above. There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. The contractor shall not be deemed a Federal employee for any purposes including Federal Tort Claims Act and Federal Employee Compensation Act purposes.
