Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires the purchase of an energizer black vibration exciter system. Our existing vibration test systems have several limitations: (1) none of them can be used to simulate shock vibration from percussive tools such as chipping hammers, road breakers, and riveters because they have limited capacity: (2) also because of their limited capacity we cannot apply a push force greater than 100 N on the shaker: (3) our lab is small and the noise generated by the shaker could influence our subject experiments and test results, Hence, we need to upgrade the vibration test system. The upgraded system must include a low noise 500 lb shaker, an updated vibration control system, and a quiet cooling package. MB Dynamics has just developed a new, quiet 500 pound package shaker. One of our two current vibration test systems was made by MB Dynamics and we will be trading in a MB Dynamics hand-arm vibration system single AXIS and control system. The noise of the test system comes from two major sources: (1) air cooling system (60dB) and (2) shaker vibration. Unlike many other systems, this system will not need the air cooling for the majority of our experiments. This can dramatically reduce the noise. The noise level measured 20 inches from top of the shaker armature must be less then 80 dB when the system generates a broad band random vibration (power spectrum density = 3.0 (ms2)2 Hz from 10 to 1,000 Hz). When working at 50 percent of its designed capacity, the operation of the test system shall not require any cooling so that the noise can be maintained at a minimum level. It is the Government?s intent to issue a purchase order, on a sole-source basis in accordance with FAR 302-1(b)(1)(i), to MB Dynamics Inc., Bedford, Ohio This is not a request for competitive quotes, and no solicitation is available. Any interested parties may identify themselves to the contracting officer no later than fifteen (15) days from the date of this announcement. Submit information to Rebecca Mullenax, MS-L1019, and Reference: 000HCC35-2005-23426, DHHS/PHS/CDC/NIOSH/ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. The intent of this synopsis is to determine if any sources exist, therefore, no solicitation will be issued. If no responses are received within 15 days, award will be made to MB Dynamics. Award will be made under the authority of 41 U.S.C. 253(c)(1) without further notices being issued. All responses received shall be considered by the Government.
