Description

The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate with the Constella Group, Inc. of Durham, North Carolina on a sole source basis to obtain support for additional quantities of studies identified under Contract Line Item Number (CLIN) 0007, Basic Research Efforts, identified under current contract, N01-ES-15468. The number of studies has increased primarily due to the introduction of high demand in the area of bioinformatics resulting in increased analyses of genomic and proteomic data. Authority: 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1 and HHSAR 306.302-1. Inherent duplication of costs to the Government and unnecessary delays in completing the remaining genes render competition unfeasible. See notes No. 22 and 26.
