Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. Solicitation documents, incorporated provisions, and clauses are those in effect through Federal Acquisition circular 2005-04. This procurement is set aside 100% for small business. The NAICS is 332618 with business size standard 500 employees. A firm-fixed price contract is anticipated. Products are manufactured by Allentown Caging Equipment and in accordance with FAR 52.211-6, Brand Name or Equal and VAAR 852.211-77, Brand Name or Equal, are intended to be descriptive but not restrictive, and are provided to indicate the quality and characteristics of the products that will be satisfactory. The South Texas Veterans Health Care System, Audie L. Murphy Division, 7400 Merton Minter Blvd., San Antonio, TX 78229 has a requirement for the Veterinary Medicine Unit to purchase the following: Four Dual-Access Vertical Laminar Flow/Animal Transfer Stations model number ATS5. Units measure: 49.5" wide x 30.0" deep x 76.6 high. Work area: 44.4" wide x 30.0 deep x 28.0 high. The components consist of a removable work area constructed of 16-gauge stainless steel type 304, work surface that can be positioned form 35" to 45" high for comfortable access while standing; Two inch diameter hydraulic legs; height adjustment is made via push button control; Dual handles mounted on right side for maneuvering of cabinet; On top of cabinet and beneath the work surface are removable, disposal pre-filters; Cabinet exterior is 18-gauge epoxy coated steel; The stainless steel perforated inlet panels are removable to access drain area; The entire cabinet is gas tested under pressure to insure integrity of scales; A one-inch drain valve is located on inlet plenum for collection of liquid spillage. The 25' retractable power cord is mounted on top of cabinet for maximum mobility. Cabinet conforms to UL, CSA, and CE standards for electrical safety and integrity - 25ft retractable power cord, 115 VAC, 15 amp service; Power: 115 volts, 12 Amps, 1 Ph., 60 Hz; Dual 32 watt fluorescent lamps; panel mounted GFI-protected 2 Amp duplex receptacle with weatherproof cover; Panel mounted UL approved blower, light, and hydraulic lift switches. Air Flow: Minimum 55 Fpm across work surface HEPA Filters (2) 99.99% efficient filtering particles of .3 micron and smaller. Disposable pre-filters. 100% fresh make-up air; dual magnehelic gauges display pressure differential across filters. Mobility: 5" swivel casters and polyurethance wheels, with brakes. In addition, the following accessories are required: Right side hinged shelf, 11.5" x 14.0", mounts on right side below work surface; Left side hinged shelf, 11.5" x 14.0" mounts on left side below work surface; and, End Hinged Shelf, 14.0"x 30.0" mounts on end of unit (around vertical plenum). Quotations shall include all warranty information, shop drawing, and specification. Quotations shall be submitted F.O.B. destination. All quotations are to include a completed copy of the provision at 52.212-3, Offer Representations and Certification - Commercial items. The following provisions and clauses apply to this action: 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders-Commercial Items including clauses incorporated by reference under Section b (5)(7)(9)(14-24)(26)(32), 52.212-1 Instruction to Offerors-Commercial Items, 52.204-7 Central Contractor Registration, 52.211-6 Brand Name or Equal, VAAR clause 852.211-77 Brand name or equal, 852.211-70 Requirements for Operating and Maintenance Manuals, 852.211-71 Guarantee Clause and 852.270-4 Commercial Advertising.
