Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F3P3D15152A1 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-26. This acquisition is full and open competition. The associated NAICS code for this acquisition is 332415. Randolph AFB TX plans to acquire the following item: One, Furnish and install one 42-ton Air Cooled Chiller at Randolph AFB, in San Antonio TX; Furnish install new pipe room chiller to the test stand; insulate all new piping chilled water pipe; furnish new thermometers, wells, guages and necessary materials; package chiller with hydronic package (includes pump and storage tank); install new expansion tank; provide pad for new chiller; furnish crane service to set chiller; provide electrical wiring from load side of disconnect to new chiller; furnish all labor and materials to complete the work; all work to be performed during normal working hours; warranty for a period of one year from date of start-up. Please include sufficient product description or provide product literature in order for the Government to determine item compatibility. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price and technical performance with technical performance being equal to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer/s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil). FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232-33. DFARS 252.232-7003 also applies. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). When submitting pricing, please list each item, the unit price, and the total price. Offerors shall respond to this solicitation by 4:00 p.m. Central Standard Time 18 July 2005.
