Description
This Pre-Solicitation Notice is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Army Small Computer Program (ASCP) in coordination with the Army Contracting Agency, Information Tech nology, E-Commerce and Commercial Contracting Center (ITEC4) has completed the first four phases of its acquisition planning process for the Information Technology Enterprise Solutions-2 Services (ITES-2S) acquisition, Solicitation Number W91QUZ-05-R-0004. Phase 1, Market Survey, included a questionnaire which was released via FedBizOpps on 10 November 2004 (as prescribed at FAR 15.201) to understand the marketplace and determine industry best practices, performance contracting successes, innovative methods , and effective incentive programs. The government also conducted one-on-one sessions with selected vendors November 30-December 3, 2004. Phase 2, Advisory Multi-Step Process (ref. FAR 15.202), included the evaluation of potential prime contractors to as sess their potential to be viable competitors. On March 21, 2005, a list of the viable potential prime contractors was posted to the Army Single Face to Industry (ASFI) website, https://abop.monmouth.army.mil. Phase 3, Release of Partial Draft RFP, inclu ded the release of the Statement of Objectives on April 22, 2005, and Sections L & M on May 13, 2005. Phase 4, Due Diligence was conducted May 23-June 2, 2005, with potential prime contractors. Due Diligence provides contractors the ability to obtain and clarify information regarding the Army's underlying mission and technical environment and to ask questions without disclosing proprietary or business confidential information to competitors. The acquisition process is now entering Phase 5-Release of Fin al RFP. The Army plans to issue the final solicitation on or about the week of July 25, 2005. The Army is seeking qualified contractors to support the Army enterprise infrastructure and infostructure goals with information technology (IT) services worldw ide. The ITES-2S contracts will be awarded through full and open competition. All responsible sources may submit a proposal, which shall be considered by the agency. The Army intends to award up to eight, performance-based, Indefinite Delivery/Indefinit e Quantity contracts, with up to four of those awards reserved for small businesses. The Government intends to conduct this acquisition under FAR Part 15, Contracting by Negotiation. The SIC and NAICS codes for the acquisition are SIC code 4813 and NAICS code 517110 (telecommunications networks, wired) with a small business size standard of 1,500 employees. Contractors will be required to support up to a TOP SECRET security clearance, including Sensitive Compartmented Information. The period of performan ce for these contracts will be a three-year base with three, two-year option periods. The estimated total value of this acquisition is $20 billion.
