- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS. The U.S. Army Engineer District, New Orleans, is seeking all small business sources for Sea Turtle Compliance Acceptance Training. The Vendor shoul d have an expert understanding of hopper dredging fundamentals and disposal methods and a minimum of 2 years Maritime experience. The Vendor should be knowledgeable in coastal navigation, Coast Guard rules & regulations, navigation channel standards and re gulations, ABS standards, and OSHA. The Vendor should also be knowledgeable in floating plant and dredge site electronic equipment (Hypack hydrographic survey software, GPS positioning, tide gages, fathometer transducer frequencies). The Vendor should be able to develop training curriculum that trains Corps of Engineers (COE) Quality Assurance Representatives (QAR) on how to perform a sea turtle compliance inspection in accordance with the COE Sea Turtle Inspection Checklist for Hopper Dredges to assure all contract specification, Regional Biological Opinions (RBO), COE Division Protocols, and Department of the Army Permit requirements are met by the dredging contractor. The curriculum and all materials shall become property of USACE. The Corps will be r esponsible for reproduction of any handout materials necessary for the course. The Vendor should be able to train personnel to review and approve a dredging contractors turtle deflector submittal for structural soundness and to assure all the conditions of the contract specification, RBO, COE Division Protocols, and Dept. of the Arm y Permit are met. The Vendor shall conduct at least two training programs for inspectors and other Corps employees using the training curriculum mentioned above. If necessary, more training courses may be held. The Vendor should have the ability to prese nt the curriculum in a classroom as well as on board a working hopper dredge. The Vendor should be able to train personnel how to assure the dredging contractors turtle deflector is installed and adjusted in accordance with the approve turtle deflector s ubmittal. The Vendor should be able to train COE QAR on the following: 1) How to assure the dredging contractors Quality Control System Manager performs a pre- and post-startup sea turtle compliance inspection in accordance with paragraph 5 and 6 of the checklist. 2) How to perform a Quality Assurance inspection to assure the dredging contractor is operating the hopper dredge in full compliance with contract specification, RBO, COE Division Protocols, and Department of the Army Permit requirement. 3) Ho w to perform a risk assessment and troubleshooting after a hopper dredge takes a turtle and recommend corrective actions based on a project channel condition, dredge material type and density, tides, weather, wave, wind, and shoal locations and height that do not affect the dredging contractors production rate. This requirement will be procured as a firm fixed price contract. The contract length is undetermined at this time. The applicable North American Industry Classification System (NAICS) code is 611710 and the business size standard is not to exceed $6,000 ,000.00 The Government invites contractors to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references supporting their claim to meet the requirements specified above. Respondents must include references and a ca pability work statement for at least 2 completed projects within the last 3 years of similar work. Each reference should include the company name and title, telephone number, and point of contact.
