Description

REQUEST FOR INFORATION The Department of the Interior (DOI) is seeking information on stable value 'wrap-only" investment management. Wrap-only investment management shall include wrapper contract negotiation and administration, wrapper credit analysis and monitoring, and liquidity management (including duration management). Wrap-only investment management specifically does not include fixed income portfolio investment management and fixed income portfolio manager selection. The investment portfolio, which shall be managed by an investment management firm not selected by the wrap manager, consists of U. S. Government and Government Sponsored Entity fixed income securities and has an approximate market value of $400 million. The fund is not a 401(k) plan, and will likely require providing additional information and data to wrap providers beyond a normal wrap procurement. QUESTIONS: 1. Would you respond to an RPP to provide "wrap-only" investment management? 2. What do you believe is the range of annual fees (in basis points) which wrap managers would charge to procure and manage a stable value wrapper around a low duration portfolio of U.S. government fixed income securities? 3. What is the current value of stable value assets under your management.
