Phone 011-202-522-6884, Fax 011-202-516-4739 The United States Agency for International Development (USAID) in Egypt intends to issue a Request for Proposal (RFP) to implement the program described below. The Integrated Maternal Child Health (MCH) / Family Planning (FP) / Reproductive Health (RH) Project is designed to assist the Ministry of Health and Population (MOHP) of the Government of Egypt (GOE) achieve sustainable reduced fertility and improved health outcomes for mother and newborns. The Project addresses the following development challenges in Egypt?s health sector: 1) the need to further reduce fertility, increase contraceptive use and reduce unmet need for family planning, particularly in Upper Egypt, and among high-risk groups and low-parity couples; 2) the need to further reduce maternal mortality and improve maternal health services; and 3) the need to reduce the large numbers of infant deaths which occur during the neonatal and post-neonatal period. Four results are considered necessary to achieve the Project Objective ? to reduce fertility and improve health outcomes of mothers and newborns: 1) Increased Use of Quality Integrated MCH/FP/RH Services at the Primary Health Care (PHC) Level; 2) Increased use of Quality Integrated MCH/FP/RH Services in Hospitals; 3) Positive Behavior Change in Target Communities; and 4) Improved MOHP Capacity to Sustain Performance of Integrated MCH/FP/RH Services. The relative emphasis of interventions will be tailored to the needs of Upper and Lower Egypt and to rural and urban poor populations. In Upper Egypt key technical interventions include improving the quality and use of integrated MCH/FP/RH services in primary health clinics; sustaining previous improvements in hospital-based maternal and neonatal services through periodic, demand-driven technical assistance; adding FP information, counseling and services to all district hospital postpartum care and post-abortion care programs; and mobilizing communities. In Lower Egypt technical interventions include improving the quality and use of hospital-based maternal and neonatal services; improving the quality and use of integrated MCH/FP/RH services in selected primary health facilities; and mobilizing communities. Behavior change activities, to be carried out in close collaboration with USAID/Egypt?s Communication for Healthy Living (CHL) Project, will include: 1) mobilizing health personnel to adopt behaviors and interpersonal communication skills that improve the quality of health care provided; 2) mobilizing individuals, families, groups and communities to use health services and to adopt healthy MCH/FP/RH behaviors; and 3) mobilizing community members, including business, to provide services and supplies to improve and maintain health facilities. To improve capacity of the MOHP, the Contractor will also provide technical assistance and training at all levels of the health system ? national, governorate, district and facility levels ? to sustain the high performance of priority MCH/FP/RH programs. The Contractor will be expected to provide support for operational approaches which strengthen performance and improve management and organizational capacity in order to carry priority MCH/FP/RH programs forward without further assistance. Where needed, the Contractor will assist the MOHP with facility upgrades, including renovation of primary health care clinics (primarily in Upper Egypt, with selected clinics in Lower Egypt) and neonatal care and hospital units essential for safe motherhood activities (primarily in Lower Egypt). One direct contract will be awarded to carry out all activities under the main results listed above and fully bring together the two technical components of MCH and FP/RH. Implementation under the contract will occur over five years. The NAICS Code for this procurement is 541990. The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than two (2) months after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data error resulting from this transmission. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed. The Government estimate for the performance of work under this RFP is approximately 43 - 50 million U.S. Dollars, all estimates inclusive of fee. Issuance of this pre-solicitation notice and the forthcoming RFP does not constitute an award commitment on the part of the U.S. Government (USG). The USG reserves the right to reject any and all offers received. Final award of any resultant contract cannot be made until funds have been fully committed through internal USAID procedures. USAID shall not be liable for any costs incurred by offerors in the preparation and submission of an offer. This program is authorized in accordance with the Foreign Assistance Act of 1961, as amended. Any resulting award from the future RFP will be administered in accordance with applicable FAR and AIDAR provisions and clauses.
